Edelston, director of the Health and Welfare Coun cil, yesterday announced that the job clinic program, a 000 demonstration project fi nanced by the Department of Labor, has been discontinued because of lack of money. Mr. Edelston said that the two-year program was conducted by the Health and Welfare Council as an experiment, and that it was never intended to be administered permanently by his agency. He said he hoped the program would be picked up by the Maryland State Employment Service. "It has worked out very well," he said.

"It's a supplement to the personal type of counseling the employment service provides." The job clinics consisted of group-therapy sessions for the unemployed. Led by a counselor who would give advice on job seeking techniques, the group would discuss mutual probtems of getting a job. Mr. Edelston said that in the second year of operation 2,351 persons attended the clinics, and 45 per cent of this number got jobs within one month. J.

Donn Aiken, head of the Maryland State Employment Service, said yesterday that he has applied for $30,000 from the Department of Labor to estab lish a similar program for the remainder of this fiscal year. which ends June 30. But the Department of Labor has not yet approved the grant, he said. UHF TV STATION BEGINS SERVICE Channel 24 To Feature News, Panel Shows By THEODORE F. SHELSBY WMET-TV, a recently formed ultra-high frequency television station, is set to broadcast its initial program today, making it the first new television station here in nearly two decades.

In making the announcement, J. Herman Sitrick, WMET's general manager, said that "bar ring all unforeseen difficulties the station will go on the air today at 5 P.M." He added, that the station would broadcast programs seven days a week and would have a format similar to WOOK-TV, a UHF station now operating in Washington. Channel 24 Brian station's D. Rehak, the local program coordinator, added that WMET will carry 80 per cent of the programs now seen on WOOK, Channel 14. WMET wil be Channel 24 on the UHF dial.

According to Mr. Rehak, the Federal Communications Com mission has approved plans for WOOK to transmit its programs to Baltimore, where the waves would be fed into a translator and rebroadcast here on Channel 24. WMET will transmit pro grams from 5 P.M. to 1 A.M., Monday through Saturday, and from 6 P.M. to 1 A.M.

on Sunday. News Programs In describing the station's pro grams Mr. Rehak used the term "news and public affairs." He said the station would devote its prime viewing time to continuous news coverage. Using the facilities of United Press International, WMET will fea ture an all-news program from 7-to-10 P.M., Monday through Saturday. Earlier programs will consist of a teen-age dance show and a syndicated Western series.

Bill Would Raise Judges' Salaries Bureau of The Sun Annapolis, Feb. 28 Corrrpre' hensive legislation was intro duced today to raise the salary and pension levels of Maryland judges and make the new scales uniform throughout the State, At present, several counties pay their circuit judges supple mentary salaries and benefits thus making judgeships in Mont gomery county, for instance, far more lucrative than in a less wealthy subdivision. The new salary scales are as follows: For Court of Appeals judges, the scale jumps from $25,000 to $36,000 for the chief judges, and from $25,000 to $35,000 for asso ciates. For the new Court of Special Appeals: chief judge, from to $33,500 and for associates, from $22,500 to $32,500. For Circuit Court judges, from $20,000 to $30,000.

Moylan honored the judge last night on the eve of his retirement from the Supreme Bench. Mayor McKeldin praised the guest of honor for volunteering to serve permanently as a judge in the juvenile court. Mandatory Retirement Judge Moylan will reach the mandatory retirement age of 70 on March 9. He has been the juvenile court judge in Balti more for the past 24 years.
