But, in the heat of the campaign, the project apparently was forgotten. Many of the councilmen also were seeking reelection. Avoid Antagonism One of two youths charged with larceny of $35 from newspaper racks was sentenced to a year in the House of Correction yester-l day in Central Municipal Court. The charge against the other was dismissed for lack of evi dence. The larcenies had oc curred since last Thursday, Pleading guilty and receiving the sentence was William L. John son. Jr., 18, of the 2200 block East Fayette street The other youth, who pleaded innocent, was Richard W. Cook 16, of the 900 block North Luzerne avenue. Dignan, Jr. ID.. First). who at the time was acting chair man. Lsing pressure tactics he pronounced it an emergency measure and said if the five coun cflmen present voted favorably on tne measure it would pass. Then, E. Jay Miller, county Dub lie relations officer, unfurled the flag. There were gasps. Mr, Miller explained that the design had been selected by a panel of five judges. They were William E. Prince. of the Maryland Institute; Miss Olive Jobes, county? public school art supervisor; Wilbur H. Hunter, of the Peale Museum; Porter Hopkins, of the Maryland Historical Society, and Dr. J. Fred Andrea, of the Catonsville Business As sociation. Right Out Loud If only those judges had been at the county council session yesterday and heard what each coun cilman, with the exception of Mr. Dignan, said right out loud. -Referring to the red plow on a white background in the right cor ner, one cried: "That plow is too big. Besides, they are not using mat kind much At the bottom left a wheel cog. red on white, was denounced as too Communistic looking." Mr. Miller then explained the plow and the cog represented agriculture and industry and the other two blocks incorporated the colors of the county seal of gold and black. He added that Mr. Kahl had ap proved of its imaginative sim plicity. "It's a helluva looking flag," cried a councilman, ''It's miserable ... a monstrosity," cried another. "Real Pretty" "I think it's a real pretty flag," said Mr. Dignan. "I'm not going to vote to adopt mch a thing," asserted another councilman. - Mr, Dignan, who realized his bill for approval was doomed if a vote were taken, declined to call for, a vote. He said after the session he would seek the support of the .two absent councilmen. Dale Anderson (D., Fifth), chairman, who left early, and J. Cavendish Darrell p., Fourth), who is in Europe. All the councilmen expressed sympathy for the feelings of the Parkville High School student, John McLemore, who won the contest. They observed, however, the contest for the county seal involved professional contestants as well as students. 100 Prize They took the position that pro- ipssionals should have been en lered and the prize of $100 was a poor inducement ; They also questioned the wisdqm of the judges and demanded to review all the entries. And that is where the controversy may wgin. Passenger Study Of 2 Airports Scl . (Continued from Page 36) fver to a private concern for tabulation.
