The victim, pronounced dead of head injuries, was Joyce C. Brown, of the 1500 block North Bond street. Police said the child was a passenger in her father's car when it was in a collision at Washington and Chase streets.

The father, Robert Brown, 21, a soldier, was held on an automobile manslaughter charge along with the driver of the second car, Paul J. Roan, 61, a painter, of the 1800 block Madison avenue, police said. Officers reported the child was the only person injured in the accident. Judge Albert H. Pressman said ha would present to the grand jury today a detective agency report showing that there are 174 "discrepancies" in voter registration in James H. Pollack's home precinct. Mr, Pressman said a private detective agency checked the registration' book of the Thirty-fifth precinct of the Fifteenth ward to get the names and addresses of registrants and when they last voted. Jury Probe Starts The grand jury will begin an investigation today of purported irregularities in the May 15 primary election, and Mr. Pressman will go before the group as a witness at 2 P.M.

Mr. Pressman, Baltimore law yer, is counsel lor Mrs. veraa Welcome, who won the Democratic nomination for State senator in the Fourth Legislative district. She barely defeated State Senator J. Alvin Jones, who was backed by Mr.

Pollack, the Northwest Baltimore political leader. The detective agency report to Mr. Pressman said: "Out of 593 registrants whom we have investigated in (the Thirty-fifth precinct of the Fif teenth ward), we have found 174 discrepancies. "Great Majority Voted" 'The latter represent people who have not lived in the district for more than six months and are therefore ineligible to vote therein. Some of these people have lived outside Baltimore city for many years, yet they persist in voting in (this precinct).

We have found that the great majority of these peoDle voted in the election held on May 15, 1962." John L. Shaughnessy, general manager of the National Detective Bureau, signed the letter to Mr. Pressman. There have been several other reports of irregularities in the election, which Saul A. Slain with one bullet in the stomach was DeSalcs Love. Police could find no address for the victim, who died in Washington Sanitarium shortly after being shot by Pvt. James A. O'Connor, of the Montgomery county police.

Officers gave this account of the predawn incident: Private O'Connor and another policeman noticed Love strolling along Georgia avenue with two empty soft drink bottles one brnkrn in his hands. Thev sug gested be go home, and Love promised to comply. Love walked but the policemen, continuing to watch him, saw him hurl a piece of pavement St a passing car, shattering a rear window. INJUDGESHIP 'North-County' Lawyer Is Expected To Get Tawes's Nod By STl'ART S. SMITn Sun Staff Correspondent Annapolis, June 3 Governor Tawes is expected to appoint George Sachse to the Anne Arun del circuit bench this week. Mr. Sachse, a Glen Burnie lawyer who lives in St. Margarets, is a former president of the county bar association.

In addition, he has been president of the Glen Burnie Chamber of Commerce and a county Sani tary Commission solicitor. "North-County Lawyer" Informed sources report that despite Mr. Sachse's lack of ex tensive trial experience he is the Governor's choice because he is considered to be a "north-county lawyer." This geographical consideration has been a feature of Anne Arun del political deliberations for some time. Northern enders have often confessed being disgruntled with an alleged' under-representation in Annapolis in proportion to their large numbers. Both Noah A.

Hillman and Ridgely P. Melvin, who, with Mr. Sachse, were recommended to the Governor as being qualified for the vacancy, are from Annapolis. Retirement Recalled Mr. Melvin, is from a law firm, McWilliams and Melvin, which has already supplied the bench with an unusually large number of jurists.

Anne Arundel's normal comple ment of three judges was reduced by one upon the March 31 retire ment of former Judge Benjamin Michaelson. Governor Tawes noted last week that he had delayed making the appointment until after the election because he wanted to "avoid creating a political issue." He added that he consulted with Judge Michaelson who, the Governor said, acquiesced in th6 de lay. Pressure Noted Representatives of all three candidates had been applying pres sure in behalf of their favorite, the Governor continued, making a choice difficult during an election campaign. Retiring as professor of fine arts after 32 changing years on the Goucher faculty, Miss Spencer leaves an indelible impression on the college its curriculum, its architecture, but most of all the minds of scores of girls turned women. And Baltimore, after more than three decades of courtship, has won a Yankee. Willingly Baltimorean "I should like to consider myself a Baltimorean." Miss Spencer said with what she herself jocularly described as her "clipped New England accent. It is a big concession for the member of an old New England family who told an interviewer in 1935 that she was "just as proud of being a Yankee as a Southerner is of being a Southerner." Her hair has turned from black to gray but her flashing smile is as ready as in those early days when she was establishing the now SPEEDBOAT RAMS PIER, 3 RESCUED Youths Pulled From Water By Nearby Residents Three youths were rescued from possible drowning in the Gunpow der River at Oliver Beach early yesterday after the speedboat in which they were riding crashed into a railroad bridge pier about a half mile from shore. TREWHITT Bonn Bureau 0 The Sun Heidelberg, Germany, June 3 Paul Henri bpaaK, foreign Minis ter of Belgium and a pioneer spirit of European unity, today opposed the ideas of President Charles de Gaulle of France on the future structure of Europe. Speaking at commencement ex ercises for the University of Maryland's European division, Spaak envisioned a politically united Europe as a partner of the: United States in the Atlantic Alliance. "Besides Europe, I already can see the possibility of an Atlantic community," Spaak told the 139 graduates, educators and families gathered for the ceremonies at Heidelberg University.

Dreams of Genuine Union The Europe which is Spaak's dream of decades would be a genuine union, claiming the allegiance of the member nations. Although he did not mention de Gaulle, he firmly opposed the na tionalistic ideas expounded by the French President. Spaak termed "insufficient" the solution of those who would make the European Union a loose con federation based on treaty agree ment in which each nation would retain full sovereignty. Feels It Fits Atlantic Vision He also objected to the approach of 11 io.se who, like de Gaulle, want Europe to form a third mili tary and polital force between the United Stales and the Soviet Union. This is "not the way I see things," Spaak said.
