Clemens Jr. Staff writer This year may go down as "The Year of the Incumbent In Aberdeen and Havre de Grace voters In both communities picked all the candidates running for re-election Tuesday.

Philip Angelini and Anna Long won re-election to the Havre de Grace City Council, where they will be Joined by political newcomer Joseph Kochenderfer, who topped the four challengers for the seat vacated by Phillip Barker. According to figures released by the Harford Board of Election Supervisors, the final vote totals in Havre de Grace were: Angelini, 919; Long, 906; Kochenderfer, 800; Wardell Stansbury, 771; Lu-clle Correri, 661; and Franklin Meanwhile in Aberdeen, incumbents Evlynn Becker, Ruth Elliott and George Englesson, the town's mayor, were re-elected to their seats on the Board of Town Commissioners. The final Aberdeen vote totals were: Englesson, 790; Elliott, 754; Becker, 697; lawyer Charles Boutin, 630; and barbershop owner John Bailiff. 169. Both races were non-partisan.

Election administrators in both communities said they were pleased with voter turnout, boosted in part by warm, dry weather, they said. By 3 p.m. Tuesday, more than 900 people had casted ballots at Havre de Grace High, said Kenneth Lay of the Havre de Grace election board. 1 "That's pretty good for an off year," Lay said, referring to the lack of a mayoral race in this year's election. "There's been more people out than we expected." The mild surprise of this year's races was the election of Kochenderfer in Havre de Grace. A seven-year member of the city planning commission, Kochenderfer was the only candidate In the field who had neither served on the council previously nor run for a seat Kochenderfer won the seat vacated by Barker, who said he is stepping down to run for County Council in November. Kochenderfer will join Angelini and Long, who both were elected to their fourth terms on the council. Former council members Correri and Stansbury were attempting to return to the council, while Hawley came up short in his fourth bid for a council seat.

In Aberdeen, Elliott won her fifth term on the Board of Town Commissioners. Englesson, the town's mayor, won his third term, and Becker her second. Bailiff, owner of the King's Chair barber shop, failed in his ninth consecutive try for a seat on the board. But he said he is not discouraged by Tuesday's results, and vowed to be in the field in 1991. "I'm going to to work a little harder," he said.

"Maybe I earned some respect this year and people will take a look at who they voted for and feel differently next time. "You definitely will see me next year," he said.
