He would have let them drown when Pandora struck a reef and sank, but some of his subordinates, at grave personal risk, saved all but four. The 10 surviving prisoners were crowded with Edwards' men into four boats. Ahead of them lay a long voyage in the small, open vessels, at the end of which awaited thtj bleak justice of naval courts-martial. This chilling narrative, unfolded in Rawson's polished diction and founded on his nautical competence, crashes down upon the reader with the onrushing force of an Atlantic breaker. Its failure rises par'ly from the too-frequently straining prose, the windy, rhetorical gushing forth of words ob- HHisly meant to bv portentous and impressive, but more importantly from tJic hrrKriz-ing of its icntral eharavter, Harlow Wilson, a middle-aged newspaper man who for most of the period covered is editing an Fnglish language paper in Beirut, and is stirring up a group of young Arabs to some sort of political activity whose purpose never is made cjuite clear. It is a high visionary purpose, however, because Harlow is jaded with things as they are and wants to make a fine, new, clean, good, wonderful world. There are some touches of place description that seem authentic. The feeling of place comes thru. But the good, swarming, smelly, full background is wasted on the dim cardboard cutout figures who move meaninglessly against it, always insisting fervently on their righteous, vague mission to straighten out mankind.

Richard Sullivan Pandora's Last Voyage, by Geoffrey Rawson Harcourt, Brace World, 147 pages, $3.95. Among the novelists The Pushcart War, by Jean Merrill; illustrated by Ronni Solbert Scott, $3 95. It all started in March of '76 1976, that is when Mack's Mighty Mammoth truck ran down Morris the Florist's pushcart and scattered his daffodils far and wide. Trucks had been growing steadily in size and number, and now they threatened to take over New York City. Traffic was at a virtual standstill and the Machiavellian truck owners the Big Three put the blame on the pushcarts.

Something had to give, and it did. First came the Mayor's Peanut Butter speech, then the TV program, "The Day the Traffic Stopped," and finally the valiant peddlers launched their unerring Pea Shooter Campaign against the trucks. Unfortunately, Frank the Flower was arrested at the height of battle, but the city children kept the fight going. Finally, after the pushcart king and the Big Three, the police commissioner and the mayor, the press and the public, all had become involved in the mighty tangle, peace came at last with the adoption of the Flower Formula at the Pushcart Peace Conference. This is a wonderfully funny and witty book.

Adults, especially, will appreciate the superb satire on the city life of today and tomorrow. Farang, by Dean Boyd and Marjorie Martin Harcourt, Brace World, 340 pages, $5 95- Bangkok may be the queen of oriental cities, but it is one thing to stay in its air conditioned hotels and another to keep house in that Venice of the east. This highly readable novel by brother and sister writer recounts the experiences of three Americans there Ruth Pearson, wife of an air line dispatcher; her son, jordie, just entering his teens, and Rosa Flynn Suphan, a beautiful but unsophisticated redhead from Philadelphia married to a Thai business man. All are to learn time and again that "farang" is the native word for foreigner and that it usually is hurled. Mrs.

Pearson did her best at understanding the Thais and the Chinese who control the retail economy of Bangkok; she had both groups as house servants, treated them well, but made mistakes in handling them, then felt terrible about it. She comes from these pages as a fine, warm lady. Jordie, her gangling, over-tall son, has plenty of adventures, from inspecting a opium smoking den his first night in Bangkok to masterminding a baby snatching. There was nothing wrong with the boy at that; he didn't become an opium addict and the baby was Rosa's, kept from her by its father. That poor girl learned the hard way that east-west marriages don't always work.

Percy Wood The Two O'Clock Sun, by Robert Cairns Random House, 312 pages, $4.95. One of the most troublesome problems in writing a novel is to make all of it convincing. The author may know his subject well, and be writing about events that happened in real life. But he has to make everything come alive on paper, in words. Unfortunately, tho in spots its words ring true, "The Two From "The Pushcart War" And children will be fascinated by the funny incidents, so comically detailed, and the salty characters who populate this lively tale.

Trying to be of help to his father, recovering from an injury, Serkok goes hunting for seal all alone in his father's kayak, and things go very wrong before he and his sister Ekaluk put them to rights. The prime value in this simple tale lies in the many beautiful color photographs which give it bright reality.

One can't help feeling that the children and their family are wearing brand new clothes very handsome they are, too but who can blame them for wanting to look their best!
