The Democrats want overlapping boundaries so they may control more districts.

The resolution of the A. B. A. board of managers recognizes the propriety of permitting states to take city and county boundary lines into consideration. The campaign for an amendment thus will be useful, even if it is unsuccessful, because it should serve to cool off federal judges who may be inclined to be more zealous than the Supreme court in issuing reapportionment orders.
