Mr. Agnew, the Baltimore county executive, is intervening in an eleventh-hour attempt to prevent protest picketing, which C.O.R.E. threatens to begin to morrow. Edward A. Chance, C.O.R.E.'s local chapter chairman, and Wal ler South, Walter J.

The five are Carlin's and Meadowbrook, in the city, and Milford Mill, Orchards and Golden Ring, in the county, the source said. However, there are seven others, which the intecration eaders maintain are public pools operating under the guise of private clubs by charging nominal membership fees and admitting all white customers.

Their owners were asked to se- ect a representative to negotiate for them or come in as a group and discuss ways and means of lowering the racial bars with the integrationists and the Human Re lations Commission. The talks broke off when a num ber of pool owners refused to accept this recommendation, it was said. The situation was complicated by the owners' demand that Chesapeake Bay beach operators also agree to abide by whatever terms the pool management made wun ine civn ngnis group.

He called the setting of the Thursday hearing date "unfair, arbitrary and unreasonable." However, Judge Carter also stated in his decision that the problem was not one of time.
