Dietch of Park Forest, Dena Simonoff of Long Beach, Summit, N. had withheld from FDA results of some pre-clearance animal tests and of some later reports by doctors on clinical experience. Ciba began marketing the prescription drug in May, 1960, after its new drug application became effective. "Clinical experience since the drug has been on the market shows that in some children it causes sexual precocity, mas-culinization of young females, and other untoward effects," Goddard said.

The commissioner said also that "there is a question as to the effectiveness of the drug in treatment of convulsions." Goddard, himself a physician, said he recognized that complete withdrawal of the drug may not be feasible "where an attending physician believes that Elipten is essential in the treatment of a specific patient."
