(UPI Telephoto) Mandatory retirement opposed by new group Marines remove 2 KKK leaders PITTSBURGH (API A coalition of 10 million elderly Americans, adopting "Count Us In" as a slogan, is launching an attack on mandatory retirement. In a keynote address prepared for a combined conference of the nation's two largest groups of retired persons, forced retirement is called "wasteful, degrading, discriminatory, morally wrong and fundamentally un- American." Harriet Miller, who serves as executive director for both the American Association of Retired Persons and the National Retired Teachers Association, said the groups' combined membership of 10 million would fight for "retirement policies ible enough to permit people to use their abilities and experience so long as those qualities are present and the desire to work exists." Her speech was prepared for the first day of working sessions at a three-day joint conference entitled "Count Us In." the third of six being held around the nation as part of a campaign to end age discrimination. More than 2.000 delegates from the Northeast were expected to discuss topics such as crime prevention. Social Security, consumers' rights, respiratory disease and estate planning. State Schools Supt. Wilson Riles issued a statement saying school building bond issues did even worse, with only 10 of 29 issues being approved by the voters. Riles said the children deserve better Bill would hike duck stamp cost SACRAMENTO AP) The price of hunters' duck stamps would be increased from $1 to $5 under a bill sent to the Senate floor on a 10-1 vote of the Senate Finance Committee yesterday It is SB 928 by Sen. Dennis Carpenter. R-Newport Beach.

But the rate of approval of such issues is somewhat better than last year, leading Riles to conclude there are increasing signs of public support for schools. Riles added. "While the state faces overall declines in enrollment, there are many areas where the school-age population is growing, and many places where schools are desperately in need of updates and additions." retirement through publications and government lobbying Mrs Miller has been active on a variety of federal commissions, including the 1963 White House Conference on Civil Rights and the 1964 and 1965 White House Conferences on Education. She was especially critical of the earnings ceiling of the Social Security System, which reduces benefits for any recipient who earns more than $3,000 a year. "We think it is intolerable that those who can work, who want to work and need to work are limited in the income they can earn while more affluent older people with unlimited unearned income can still draw their full Social Security benefits." she said.

Among other objectives cited by Mrs. Miller were: health insurance program. policies which allow older people to remain in their own homes whenever possible government that recognizes inflation as "the greatest single menace to the security and happiness of the retired American Properly tax reform that "stops older people from being forced out of their homes by skyrocketing taxes "And a more positive, realistic image of aging in society." CAMP PENDLETON Marine Corps says it will discharge two Marines who assumed leadership of a Ku Klux Klan cell on the nation's biggest Marine base last fall. A spokesman for the base said administrative discharges will be issued this week to Pfc. Dennis L.

Campbell, 22, of Smithcreek, and Pfc. Ronnie Harper. 19, of Pensacola, Fla. The Marine Corps last November transferred out most of the men whose names were found on a list of alleged KKK members at the base. The move followed an incident in which black Marines, who said they were seeking to get even for KKK abuses, attacked a room of white Marines in the mistaken belief they were breaking up a Klan meeting.

Six whites, who were not KKK members but who had been having a beer party, were hospitalized and the Marine Corps arrested 14 black Marines. Since the transfer of Marine KKK leaders from Pendleton to other bases, Campbell and Harper publicly announced they had become the A challenge The challenge of the real estate industry in the 1970s and thereafter is to provide housing for the medium and lower income families. The Corps said a third leader, Pfc.

Charles V. Smith, 18, of Houston, and a fourth man who admitted belonging to the group also will be discharged. They presently are listed as on unauthorized absences, a Corps spokesman said. He said the Marines know of no other KKK members left at Pendleton. In a related development, an attorney said yesterday he was withdrawing from the defense of one of the 10 black Mainres still facing general courts-martial in the barracks assault.
