The state took over Frederica street from Second to Thirteenth strests several years ago and gave that portion of it a new surface.

The remainder of the street south of Thirteenth street was taken over about eighteen months ago, but the work to be done this spring and summer will be the first by the state on that portion of it. The case of an Army sergeant was typical. "I came home a year ago from Italy," he said, "and what did I find? The old woman living with a blister who used to be a pal of mine. The kids called him dad still do. Bliirey if I'll patch it up. She says she had it bad in the blitz, was lonesome and afraid.

Well, it wasn't too nice where I was either, I can tell you." The Roman Catholic archbishop of Liverpool, Dr. R. Downey, put it one way in a pastoral letter to his churches: "The World has long been heading for spiritual bankruptcy." The general assembly of the Church of Scotland, through its Committee On Church and Nation, put it another: "It Is only too clear that what were once acknowledged to be breaches of an accepted moral which was made last summer, will be located west of Rose Hill cemetery Instead of east of it as at present, and a traffic pattern is planned to promote safety for vehicular traffic at the intersection of Triplett street, the new highway, the old highway and the Veatch road. While bids have not been asked for surfacing the new cut' of Highway 71, it is believed a contract may be let on it this year. To Build Curb, Gutter The Triplett street project calls not only for widening the street, but also for resurfacing that portion of it from Second street to Sixteenth street, and new construction on the remainder of it, including curbs and gutters as well as a new surface.

By JACK S. SMITH (IP) Many British religious leaders fear that Britain faces a crisis in morals as grave as her crisis in fuel. Skyrocketing divorce and crime rates, falling church attendance and the rise of vice in London's fashionable west end worried churchmen as much as declining production figures harassed industrialists and cabinet ministers. The "great switchoff" in morality as some considered it came with the horrors of the blitz and the wartime breakup of families, and darkened more homes in the social upheaval that followed the war. "Britain's two main problems," said Cardinal Griffin.

Roman Catholic archbishop of Westminster, on the eve of the power switchoff, "are a decline in moral standards and an increase in Clergymen and 'newspapers fret over prostitution more than 2,000 girls working in the west end alone and over a rise in the number of cases involving cruelty to children one home where parents mistreated small children was described in court as "a Belsen camp all over again." Britain's highest judicial figure, Lord Jowitt, the lord chancellor, estimated that 50,000 divorce would be filed in 1947, compared with 650 in 1905 and 25,000 in 1945. A former home secretary, Viscount Templewood, said that criminal offenses by women and children had doubled since 1939, that the number of offenders over 21 was up to 42 per cent, that sexual offenses rose from 2,321 in 1938 to in 1947, that offenses by girls were four times more numerous than before the war, and that cases involving cruelty to children rose from 345 in 1938 to 1,170 in 1947. Cardinal Griffin said only five per cent of the people of London regularly attend church. Prostitution is reported organizfd on a big business basis in the west end where the trade reached a peak of prosperity during the war. Few in West London, the nation's "vice capital," are impoverished.

The Sunday Pictorial reported that some paid 50 pounds ($200) a week to a gangster organization for the right to lurk in a murky side street. The Livermore road (Highway 75), suggested as a part of a through north-south highway from Chicago to Florida points, is to get a new surface on three sections totaling eleven miles between Owensboro and Utica, and in addition five miles will be surfaced from the McLean county line to Livermore. Three and one-half miles of the road south of Utica now has a concrete surface. New importance was put on Highway 75 last summer with the freeing of a bridge across Green River at Livermore.

Hard Surface To Lake The Thruston Yelvington road work has been sought for several years in view of the fact that road is the short route from Owensboro to Carpenter lake, mecca for fishermen in this section. It now has a hard surface from its intersection with Highway 60 east of Owensboro to Thruston, and the five miles of work to be done under the contract to be let twelve days hence will give a hard surface over the entire distance to the lake. The Owcnsboro-Beech Grove will be resurfaced for ten miles, and a new hard surface will be given the River road over a stretch of three miles on which was placed a preliminary blacktop surface last summer. Other Western Kentucky highway work to be done under the March 21 Contracts will be improving four miles of the Frymire-Union Star road in Breckenridge county, and improving 1.5 miles of the Central City-Madisonville road in Hopkins and Muhlenberg counties. During 1946, the Highway department spent $18,135,000 for road construction in Kentucky, and took bids for only four high type paving projects involving the equivalent of only 20 miles of two lane highway.

Of course, approximately six miles was concrete highway while surrounding states built considerably more, including 108 miles in Indiana, 75 miles in Missouri, 74 miles in Illinois, 70 miles in Ohio, 54 miles in Mississppi, 55 miles in Virginia and 20 miles in Tennessee.
