It provides, further, that "the mayor shall be elected for a term of four years beginning the first Monday in January following his election, and he shall receive an annual salary of not less than $500 nor more than $2,200, to be fixed in the petition calling for the election under this That is all that is said about the term and salary of the mayor. Then follows a similar provision as to the commissioners.

Their salary must be within the same limits, but it is not specifically required by this section of the law that the salaries of commissioners be fixed in the petition calling for an election. In 1016 the city of Owensboro undertook to avail itself of the enabling act for a commission form of government. Allan Reid. There are about thirty working members, all experienced and very enthusiastic. One box of knitted articles -has already been sent from this department to the Navy league. All members are requested to bring finished articles to the meeting on August 30, when a second box will be forwarded to the Navy league at Washington. A splendid meeting of the knitting club was held at the library Thursday af-fernoon. Ways and means for raising money to carry on their work was under discussion and plans made for the near future. Request tor Jellies and Mrs. W. M.

Rudd, chairman of the domestic science branch of the Woman's Service league, had had a special request from headquarters for jellies and jams for convalescent soldiers. The home made products are asked for, being considered better for this purpose. Every housewife, whether her family be large or small, will be glad to contribute at least one glass from her summer's preserving, if not more. A box of these dainties will be sent to headquarters early this fall and all who can contribute are earnestly requested to do so. If not convenient to bring them to headquarters, if the donors will notify Mrs.

Rudd, she will be glad to send to the house for any contribution that may be tendered. A report on this branch of the relief work will be sent in to headquarters this week. So far Owensboro leads all other cities in the state in this work. To Make Comfort Raffs. At least one man abandoned the intention of running for mayor because of his belief that if elected, he could receive only the minimum salary of $500. The contention looks serious on first blush. But, on deeper scrutiny, there is an aspect of it that comes mighty close to being ridiculous. Think They Complied With Law The men who filed the petition, the men who had charge of the campaign, and most of the men who have any direct interest in the matter feel absolutely certain that they complied with the law, that every thing was done in due and regular form, and that the mayor of Owensboro will receive a salary of $2,200, just as has been contemplated all the while. Nobody contends that the salary of the mayor was specifically fixed in the petition, so far as calling the mayor by name was concerned, but they will claim that his salary was fixed along with the others.

The petition filed here was an exact copy oX the form of petition provided in the enabling act the only form that is prescribed in that act, the only one that can be filed in strict compliance with the law. It provides that "the members of the board of commissioners shall receive a salary of $2,200 a year." That is every word that the petition on record in Book in the county clerk's office says on the subject of salaries. That is every word that the form petition provided in the law and printed in Kentucky statutes, 1915 says on the subject of salaries. It Is provided in the Owensboro petition that "members of the board of commissioners shall receive a salary of $2,200." 1 Now, the law under which a third class city may adopt commission government says this: "The mayor and two commissioners shall constitute a board of commissioners." The Owensboro petition does not fix the salary of the mayor. Neither does it fix the salaries of the two commissioners, or either of them.
