United States were anxiously awaited there can be no harm in stating that the original proposal for such a conference came from the Ca nadian government early in ebruary last officials said today It was then suggested that the Dominion govern ment through the department of ex ternal affairs be empowered to con sult with Washington to sound it out so to on the possibility of a pacific conference The proposal does not appear to accepted at the time How ever the idea steadily grew and when at the beginning of the conference Premier Meighen of Canada and Pre mier Smuts of South Africa advocated
