Boucher noted, "this seems to be a common failing of government. Jt often doesn't seem to realize that in addition to servicing and sup-ervizing the community it is also part of the community and must so guide its actions." Concurring in Mr. Boucher's criticisms was William G. Ewald, executive director of the Committee for Downtown, Inc. "This move could have serious consequences," he said, "especially at this time when we are all trying our utmost to emphasize the importance of downtown as the centrifugal economic force in Baltimore.

"It would seem that FHA, by this move, is running upstream and against the projected currents and trends." Harvey Meyerhoff, vice president of Joseph Meyerhoff Company, home builders and developers, said FHA, like all government agencies, acted as a stabilizing factor in downtown. "Anchored Other Firms" "It anchored other firms and establishments which did continual business with it in the downtown financial area. By moving, FHA is merely compounding the problems of this downtown area." "Furthermore," he said, "clearly FHA should be in an area where they are readily accessible to those who deal with them every day. It is perfectly ridiculous for them to transfer their offices where they can only be reached by taxi or public transportation." Also joining in deploring the move, chiefly because of the inconvenience it will casue their institutions, were Brison Tucker, president of the Eutaw Savings Bank, and Stanley Trott, president of the Maryland Trust Company.
