NTO MOURNING FOR EMPRESS Haile Selassie's Wife Is Dead at 71 ADDIS ABABA, Ethiopia, Feb. 15 (LTD Emperor Haile Selassie, tears streaming down his face, today walked alongside the chariot carrying body of his i Empress Menen, from her palace to Trinity cathedral.

The empress, Selassie's wife died last night at the age of 71. Ethiopian women tore their garments in grief and shrilled the ancient song of death as the empress' coffin was taken to the cathedral. Empress Since Following Selassie in the procession were Crown Prince Asfa Wossen and members of the government and diplomatic corps. Menen became queen of Ethiopia in 1928 and empress in 1930. Altho the Ethiopian monarchy is believed to be the oldest in the world, she was a campaigner for modern reforms and women rights.

Twenty-one guns were fired early this morning to announce the death of the empress, who had been ill for some time. Radio announcements followed, and a period of national mourning began. The empress was the former Princess Woyzero Menen, a member of the old noble house of WoUo, to which Selassie's mother also belonged. She founded the first modern girls' school in Ethiopia and began a modern maternity hospital. Exiled in England She was instrumental in abolishing the Ethiopian custom of child marriages.

When the Italians invaded Ethiopia in 1936, she rallied women of the capital until she and Selassie were forced to leave for England in exile. She encouraged her daughter, Princess Tahai, 17, to become a nurse during their stay in England, and on her retttrn the princess helped organize hos pital and medical services. She died 1942 at the age of 22. Three of the empress' seven children survive. WORKER HURT BY POWER LINE SEEKS $300,000 A construction, worker, crippled when a crane boom he i was riding touched, a power line, hied suit yesterday in federal District court seeking $300,000 from Commonwealth Edison company.

The worker, George Zick, 24, of Osage, father of two young children, charged in his suit that both his legs and his right arm had to be amputated after the accident Oct. 18, 1960. He was employed then by the Rock Road Construction company, Chicago, working on a highway overpass near Lisle, DuPage county. Zick's heart stopped for 12 minutes after he came in contact with the 33,000 volt lines, but he was revived in a hospital. His suit charges Commonwealth Edison with failure to post signs warning of the high voltage of the power lines.

TEACHER UNION HEAD DEMANDS LABOR ELECTION John M. Fewkes, president of the Chicago Teachers union, disclosed yesterday that the union has renewed its demand that the board of education agree to a labor election which Fewkes hopes will establish the union as the collective bargaining agent for all Chicago public school teachers. In a letter to William G. Caples, president of the board of education, Fewkes asked the board to join his union in requesting the state labor department to conduct the election, and demanded further that the board "declare now its willingness" to bargain with the organization victorious in the election. Fewkes made a similar de mand upon Caples more than.
