Martin Mass. introduced a resolution in the House yesterday which would give MacArthur the new title, but it differs from the Dirksen-Derwinski measure by providing that the general also be awarded a sixth star. Martin introduced similar measures in the 84th and 87th Congresses, but they died in the armed forces committee without any formal hearings. Martin said his measure was opposed by the Pentagon in the past on the theory that such an honor would "downgrade" other military heroes.

The former speaker of the House said, however, he did not think this was the case, because of MacArthur's distinguished service to the country, both as a soldier and diplomat in Japan. No Pay Proposed None of the measures asks that MacArthur, now 83, be paid, but suggests that he take "rank and precedent over all other officers in the armed forces." It was not made public here how the general felt about the proposal, but he came to Washington from his home in New York on Aug. 16, 1962, to accept the "thanks and appreciation" expressed in a unanimous resolution of Congress for his service to the nation. MacArthur, who had the highest grades ever recorded at West Point, served in both world wars and then as supreme allied commander in Japan during the occupation. Former President Truman removed him from his command in 1951 during a dispute over the conduct of the Korean war.

MacArthur returned to the United States a national hero and made his classic speech before Congress, in which he said, "Old soldiers never die, they just fade away."
