Over 17,000 Eastern employees and many who serve Eastern have suffered the loss of over $12,000,000 in wages.

Eastern, with its 30,000 stockholders, has lost over $30,000,000 in revenues. In 24 states, 113 communities have been crippled hy greatly reduced air service. More than 1,000,000 people have been forced to make other travel plans. This is the third strike in less than 4 years, the second within 16 months, hy the same union over the same issue namely, a demand for guarantee of union representation rights and mechanic qualifications for the third crew seat in jet aircraft. Related economic issues involve inordinate pay increases and other guarantees.

The representation demand is one no company has the power to grant under the law. As to joh qualifications and the union's long insistence upon a ground mechanic's license for flight engineers, Federal Aviation Administrator Najeeb E. Halahy said: "The claim that only a mechanic can fit in that (flighf engineer's) seat is absolutely false, totally reprehensible and is intended to create doubt in the public mind for their own narrow purpose." Through months of patient, painstaking negotiation, and the exhaustion of every provision of the law after an illegal strike in February 1961 which was, in effect, a strike against the Government because of a National Mediation Board ruling that flight engineers and pilots on another airline were to be represented by a single union the flight engineer union leadership rejected every reasonable proposal made for settlement by Eastern, Government officials, the Secretary of Labor and the President of the United States prior to their June 23rd strike. To end this intolerable situation Eastern Air Lines has taken these initial steps: 1. Eastern's final- offer of settlement, which the union's officials did not accept by the deadline of 6:00 P.M.

on July 18th, was then offered to each flight engineer to accept, individually, by July 24, 1962 and provides: Job security for every presently employed flight engineer. Absolute priority to the third crew seat on jet aircraft for all flight engineers who report in by July 24 and complete, at company expense, the minimum flight training required with a commercial pilot's license and instrument rating (which many already have) to qualify for jet operation. An immediate average increase of approximately 11 in pay plus an additional 3 increase in April 1963. This offer would provide increases as high as any granted any group of employees and would raise top flight engineer's pay to approximately a year for 85 hours of flying per month. 2.

Eighty jet co-pilots are being qualified to take over jet flight engineer duties while returned flight engineers are acquiring their jet qualifications or to replace any flight engineers who do not return to work. This action will not prejudice the rights guaranteed every flight engineer who accepts Eastern's offer. We deeply regret the serious inconvenience this unfortunate 6trike has caused our customers and immeasurably harmed employees now out of work. Eastern Air Lines is determined to restore service to the public and get our employees back on the payroll as promptly as possible. The date on which service will be resumed will be determined shortly after July 24th.
