The Nourishing: Element in Malt. There Is a nourishing element In ale and beer, but it Is small there Is the Intoxicating effect, too. That Is a strong objection. By making this announcement boldly ho hopes to win waverers back to their loyalty. He wishes to make them feel the responsibility of their position. If Irish men fail to support him, they are striking, he shows, a blow at home rule.

If Welsh radicals vote against him, they may be putting off indefinitely tho realization of their hopes. So of tho various other groups that constitute his majority; the only present hope of tho coalition is in sticking together. So long as it has a majority of two the min istry will press liberal measures forward determinedly. It has no present intention to "forsake the helm because the storm happens to lower." Sir William Vernon Hair-court, the liberal leader in the Commons, uses like language. Ho is not so cheerful, perhaps, as the premier, but denies that he is sick or "intends to desert his post." The trouble, according to tho London Sun, Is in the fact that the ministry has to rely for its existence upon "clamorous and selfish factions," and for this not really possess the requisite governing capacity," It is pulled and hauled about by the advocates of various measures, each insisting that its own bill should be passed first.

In Parliament nothing, accordingly, has so far been accomplished, though a great number of measures have been introduced. Few, or none, of these measures, it is now feared, will be passed. Even the budget encounters almost fatal obstacles. The registration bill is tho measure upon which the ministry is most determined, but its partisan character will certainly wreck it in the Lords if it ever gets so far. Naturally the perception that the session will be virtually barren of results angers fiery spirits among the Welsh and Irish.

They are getting beyord control, it seems, and are apparently about to force the dissolution and general elections that are to clear the political atmosphere over the British Isles for years to come. MB. RATTAN'S PEATH. The death of Congressman Kobert F. Brattan in the forty-ninth year of his age is an event which cannot fail to excite sympathy and regret In a wider circle than that of his immediate friends and constituents in Maryland.

Mr. Brattan was one of the young democracy of the State who had made bis way to the front by force of character and soundness of principle, in spite of many obstructions. His first elective office was to the House of Delegates, in 1S69. As a State Senator ten years afterward he took a decided stand in favor of the salutary reforms which Governor Hamilton was at that time engaged in promotiug in the administration of our domestic affairs. In 1873 be was sent to the State Senate, where his course was ever marked by proper consideration for the public interests.

He was re-elected in 1879, and again in 1887, and in 1890 became the president of the Senate. He had only begun his career in the wider arena of national politics when he was stricken down by disease, which terminated fatally. His praiseworthy course in the service of the State was good ground for basing high expectations of him in Congress. We feel sure that these expectations would have been fully realized if his life had been spared. theTesson it.

The bye-election in South Hackney, England, on the 7th, to fill the vacancy in the Commons caused by Sir Charles Russell's appointment to the bench, seems to teach the same lesson that was taught by the recent bye-election3 in Scotland and, Wales. At the last general election Sir Charles, who is a Gladstonian-liberal and home-ruler, had a majority over his conservative competitor of 1,140. In the election just held this majority is reduced to 19 i. Both sides did their ijest, and a very full vote was cast, with the result that the liberal wins, but with losses at a rate that in a general election would be fatal to Lord Rosebery's government. This tendency of voters to co me out on the wrong side is what prevents the premier's appeal to the country just now on tho home-rule issue.

If the masses can be interested in other matters that are opposed by the unionists a general election will soon follow, but to dissolve now, before something is done, would be courting defeat. WASHINGTON'S MOTHER. The unveiling at Fredericksburg, yesterday of tho monument to Mary the mother of George Washington was an interesting civic event.

The President, Vioe-President and other distinguished government officials were present and participated in the proceedings. Speeches, appropriate to tho occasion were delivered by President Cleveland and Governor O'Ferrall, and the oration of United States Senator John AV. Daniel was eloquent and entertaining. At a banquet which followed Vice-President Stevenson and others made speeches and Georgo Alfred Townsend read a poem. In all respects tho day passed off pleasantly.

MAY 11. 1S94. SURRENDER 13 KOT COMPROMISE. Compromise is not the word that properly describes what the democratic majority in the Senate is now lavited to do with the tariff bill. Surrender is the only word that fits the situation.

And no such abject surrender of a great party, backed by a popular majority of 1,300,000 in the nation, has ever been proposed or even contemplated in any previous American Congress. The 400 amendments proposed to tho Wilson tariff bill, which had already been subjected to important modifications in the interest of conciliation and harmony, will, if they are enacted into law, be, with a string of exceptions inserted as a blind, a virtual abandonment of the Chicago platform of They cannot be defended on any other principle than the same which underlies the McKinley tariff itself protection pure and simple; not such moderate protection as may bo properly given to American industries as an incident in the raising of needed revenuc.but protection for protection's sake, regardless of revenue. The passage ot such a tariff bill as a fulfillment of the pledges of tariff reform which the democratic party has given to the people in every national campaign for twenty years past, and which it renewed with more explicitncss and emphasis two years ago than it had ever previously given them, will bo at once a legislative fiasco, a party humiliation and a national misfortune. There is no secret as to the process by which the democratic majority in the Senate has been brought to contemplate the acceptance of theso 400 amendments, which, as republican Senators are boasting, raises the average of tariff duties from 20 to 25 per cent, above that of the bill as it passed the House and brings back many of the schedules very near to McKinley's "culminating atrocity of class legislation," which the bill was especially designed to reform. Theso amendments do not express tho will ot the democratic majority anywhere, either in Congress or the country.

A democratic President could not have been by any possibility elected, cither In 1893 or at any previous national election, upon a platform declaring lor such a tariff us these amendments will secure. The democratlo party has never faced the people in any State of the entire forty-four with a tariff plank of which the slightly modified odition of the McKinley bill provided for by these amendments could be considered a fair interpretation. The popular branch of Congress, chosen directly by and coming fresh from the people, declared many months ago by a most ample majority a majority that included the full democratlo vote In the House with but a very few exceptions that the McKinley duties must be substantially cut down, not feebly reduced here and there and left substantially unaltered In many of the most vital schedules. The democratlo majority in the Senate was, as a body, ready and eager to promptly act in concert with the House in carrying out the will of the people.
