9. Humane Officer Smith yesterday swore out warrants for the arrest of Sylva and Leora Bishop, charging them with manslaughter. The Bishops are believers In faith healing and when heir little daughter Esther was burned by a gasoline explosion July 81 they did not call a physician and the child died. Bishop was committed to Jail In default of bond. Mrs.

Bishop Is at Greenville, and a constable has gone there to secure the warrant for her. Diamond Thief Confesses to Priest. Anderson, Aug. 9. Three weeks ago the Jewelry store of J.

A. Washburn was robbed of $1,500 of diamonds. The stones were in the how window and the thief entered the tore at noon and took them out. The thief went to a Chicago priest a few days ago and while in the confessional told the story of the robbery and turned over the stolen property to the priest, who Immediately notified Mr. Washburn, who recovered the stolen property.

Tsmperanct Worker Mulcted for Costs Fort Scott. Aug. 9. A Jury of prominent men In a Justice court here yesterday found Rev. Price, presiding elder of the Methodist cjiurch In this district, guilty of malicious prosecution In a liquor case.

The defendant was acquitted and the costs were assessed against the clergyman. The defendant was the keeper of a saloon that has been running wide open and several witnesses readily admitted having bought liquor at the place. I. T. U.

Law Committee at Work. Birmingham. Aug. 9. The laws committee of the International Typographical union met here yesterday preparatory to the annual meeting of the union In this city on Monday next.

The committee has In charge the matter of changing the laws with regard to district organizers, sentiments seeming to favor longer terms of office and fewer changes In the office as well as enlarged Jurisdiction. The eight hour law will probably come up. Fine Ice Trust Manager. Topeka. Aug.

9. Judge Lindsay of the police court yesterday fined W. L. Dickey, manager of the People's Ice company. $200 for maintaining a trust contrary to the city ordinance.

General von Wlttlsch, representing Emperor William, welcomed Von Wal dersee. After an Inspection of the guard of honor the field marshal, accompanied by General Wlttlsch and escorted by a squadron of the King'B Uhlans, proceeded to the town hall. He was warmly applauded as he passed through the thronged and decorated streets. At the town hall the field marshal was received by the senate, which body subsequently gave a luncheon In his honor. Santos Dumont, the aeronaut, yesterday again attempted to circle Eiffel tower. He succeeded In rounding the tower with difficulty. The balloon was then unable to make headway against strong winds and fell near a house nearby, remaining suspended for some time. Dumont was not Injured. NO PRIZE FIGHTS IN KANSAS.

Governor Stanley Forbids Contest Arranged at Leavenworth. Topeka, Aug. 9. Governor Stanley wired Sheriff Everbardy of Leavenworth the following message: "1 notlie by the papers ihera Is to be prize light In your city tonight. Stop It or proceedings will be Instituted against officer falling to do their duty." The Leavenworth lodge of Eagles bad scheduled a ten round contest between Pat Early of Boston and Joe Curtln of Chicago, besides chicken fights and vaudeville turns.

Kansas has a stringent anti prize fight law and the governor Insists that It be observed. Leavenworth, Aug. 9 A deputy sheriff notified the managers of the prize fight scheduled to come off at Korman's park that the fight could not be held. Arrangements were then made to pull off the fight on the sand bar In the river, where the ring was formed and a battle fought between Joseph Curtln of Chicago and Pat Early of Boston. Early was knocked out In the tenth round.

About 1,000 witnessed the fight. Library Secretary Reporta. Dcb Moines, Aug. 9. Miss Alice Tyler, secretary of the Iowa library commission, makes good report of Ihe work which has been doue the last few months in encouraging interest in libraries and library work In Iowa.

She was elected secretary of the commission Oct. 1, 1900, since which time she has visited 28 towns of Iowa for the purpose of conferring with library boards as to better organizations or to hold meetings of women's clubs preliminary to Inaugurating the library movement or for actual work of reorganization in connection with the local librarian. Legacy Tax Must Be Paid In Year. Washington, Aug. 9.

Commissioner Verkes of the revenue bureau has held that a legacy tax must be paid within a year after the death or the testator, and In any event before payment and distribution to the legatees or any parties entitled to benellcial Interest In the estate. His Insurgent Force Manages to Kill Two Cavalrymen. Manila, Aug. 9. Captain Brown of the First United States cavalry, wi 'i troops and of that regiment and a company of the Twenty first Infantry, held a five hours' fight In Batan gas province yesterday with an Insurgent force commanded by Malvar. Two cavalrymen were killed.

The Insurgents escaped. The were In considerable force and allowcl the advance guard to pass. Before attacking, Captain Brown ordered the cavalry to dismount. The troops drove the enemy from several positions and burned a number of quarters. Three Buildings at Alma Burn.

Alma, Aug. 9. Fire destroyed the two story brick building belonging to A. C. Shallenbarger, the one story brick building belonging to J.

M. Davis and a frame building belonging to the Bank of Alma last night. Me Kenzle's stock of clothing was almost totally destroyed and the entire stock of furniture of Stewart Davis was lost. There were many other small losses, Including the dental outfit of Dr. Culver.
