ARMSTRONG Financial Editor of The Sunl Textile Industries which led the recent downswing in general business may prove to be the bellwether of the recovery, the Federal Reserve Bank of Richmond said in its monthly review. Production of textiles, concentrated in southside Virginia and the Carolines, the bank pointed out, accounts for nearly one third of all manufacturing In the Fifth Reserve district, in which Balti more is the leading financial cen let. Late in July, the report said, it became apparent that most of the -fluff" in the textile industry': price structure had been washed out, and buyers all along the line re-entered the market.

Substantial demand has subsequently spread to a broad list of textile products and forward cov erage which virtually disappeared for several months has extended to the year end. This new business, the bank re ported, has brought an expanding work week at many mills and the recalling of previously laid-ofT em ployes. It appears that the operat in rate in cotton textiles returned in August to the early 1949 levels. Operations in rayon fabrics also have improved, and this has ex panded deliveries or rayon yarn from the mills. But the stocks of rayon at the mills are still high by recent comparison and this may cause some lag in production.

Hosiery production In the district Is likely to be higher In the final half of 1949 than In the first six months, the review said. There have been a few price Increases in branded products in the full-fash ioned line and the outlook for this industry as a whole Is brighter, the bank asserted. Market View Optimistic For Industrial Peace The Stock Market took a bright view this week of the chances for industrial peace. A surge of optimism sent prices bounding upward early in the week to within shaving distance of a 1949 peak. Optimism persisted later despite mounting tension be tween labor and management in the steel and soft-coal industries At the close of trading Friday the market seemed to have little basis for taking anything but a bleak view of the strike outlook in steel and coal.

On Friday, never- theleM, when differences between labor and management hid wid ened to the breaking point, the market managed to turn in a modest gain. An Interesting angle to Friday's trading was the fact that railway shares did better than most other groups. A coal strike, though, would chop deeply into the esrninss ot some of the nation big carrier systems. U.S.F.&G. Announce Several Promotions Several departmental promotions at the United States Fidelity and Guaranty Company were announced by E.

Asbury Davis, president. Walter M. Gray has been ap pointed superintendent of the burglary claim division at the home office, succeeding J. W. Chesley who has retired, fir.

Gray has been in the company's employ for more than twenty years, serving both in the home office and in the field. H. B. Atwood has been placed In charge of the automobile property damage division. He was formerly in the Baltimore city claim department.

Robert Lee Smith, formerly home office claim examiner, has been appointed assistant superintendent of the home office salvage division. Changes in the field offices of the claim department include: Transfer of W. 11. Martsolf. formerly superintendent of claims at Little Rock, to a similar position at the Memphis office; appointment of Robert II.

Wood as superintendent of claims at Little Rock; promotion of Kenneth W. Korow to superintendent of claims at Louisville, Ky following retirement of E.R. Gentry. Miss Barbara M. Fankhanel, who has been in the purchasing and supply department since 1920, has been appointed assistant superintendent of that department.
