Sam Gejdenson, D-2nd District, was openly skeptical of their grounds for optimism. A bill to attack the effects of global warming was co-sponsored last week by Rep. Christopher Shays, D-4th District, and Morrison. The Global Warming Prevention Act of 1989 calls for a 20 percent in carbon dioxide emissions by the year 2000 and would establish 10 research centers to focus on energy efficiency for industries. State conservation programs would get grants of $255 million. Under the bill's provisions, international summits would be the forum where multilateral agreements would set energy policy and standards of acceptable emission levels.

Statistics on "hate" crimes will be collected nationally under a bill reintroduced last week by Rep. Barbara B. Kennelly, D-lst District. "The Hate Crimes Statistics Act" requires the U.S.

Attorney General to gather information on crimes whose perpetrators are motivated by sexual, religious or ethnic bias. The information would be made available to state and local officials. The Connecticut state police division has maintained a data bank on hate crimes in the state since July 1988. Their January report, the first of an annual series, tallied 27 hate crimes over six months. "Swastikas spray-painted on a synagogue are not simply the defacement of property, and a cross-burning on a front lawn is more than arson," said Kennelly, who also cited the recent death of Michael Griffith, the black man hit by a car in Queens' as he was running from a gang of whites.

"We don't know the extent to which these acts are committed. But as a society that prides itself on its diversity and tolerance, we need to find out," she said. Relevant crimes would include homicide, assault, robbery, burglary, arson, vandalism and trespass. The bill was introduced in the Senate by Paul Simon, D-Ill. PUGH and DAVID LIGHTMAN Courant Staff Writers WASHINGTON Forty-five years after they were written, misplaced letters from a World War II airman killed in action reached his brother in Maryland, thanks to the efforts of war veteran Pierre J.J. Kennedy of West Hartford.

The U.S. Postal Service, while trying to deliver the letters written by Sgt. Clarence F. Smith, heard of the 781st Bomb Squadron Association, which had found all but 200 of the squadron's 1,100 members. Stymied by a lack of information about the airman, postal officials sought the help of Kennedy, the association's founding director.

Kennedy checked National Archives reports of missing air crews, telephone books and genealogical magazines to trace the background of Smith, whose plane was downed on a mission over Verona, Italy, in July 1944. "I've used every method," said Kennedy, sporting a blue tie speckled with airplanes as he spoke last week in Washington. He has tracked down 19 people for the squadron association in the past three years. The U.S. Postal Service honored Kennedy in a Washington ceremony last week, where agency off icals and the airman's brother, Norman T.

Smith, thanked him for his help. "(Getting the letters hurts a little bit. It's like hearing from him a little bit," said Smith, his voice wavering slightly. Rep. Bruce A.

Morrison, D-3rd District, is to leave today for Dade County, to learn more about the plight of Central Americans seeking political asylum in this country. Next week, Morrison, the new chairman of the House subcommittee on immigration, refugees and international law, will travel to Har-lingen, Texas. More than 100,000 Central Americans are expected to pour into southern Texas this year. Morrison wants to look at what he" called "an emergency situation of huge numbers of Central Americans flooding into our country claiming political asylum, and totally outstripping the ability of the system to respond." The problem, Morrison said, is that on the one hand, the United States has an obligation to help people seeking political asylum. "But at the same time, we have the danger of setting off a greater flood of people, by saying there's a back door into the U.S.
