EQUAL OPPORTUNITY EMPLOYER LEGAL NOTICES (265) NOTICE OF PUBLIC HEARING Notice is hereby given that the MARYLAND ENERGY FINANCING ADMINISTRATION (the will hold a public hearing on the issuance by the Issuer of its revenue bonds to finance the acquisition and installation of certain facilities (the "Facilities') by Wheelabrator Clean Water Systems a Delaware corporation (the "Corporation) or a partnership or partnerships or a corporation or corporations or a limited liability company or limited liability companies to be formed, which will be related to or affiliated with the Corporation. A portion of the Facilities consists of and includes (a) the acquisition of a leasehold interest from the City of Baltimore in a parcel of land at the site of River Wastewater Treatment Plant located at 8201 Eastern Boulevard in Baltimore County. Maryland (within postal zip code zone 21224); (b) the construction and installation thereon of a sludge dewatering and solid waste recycling process plant for the production of fertilizer; and (c) the acquisition and installation of all other necessary or useful equipment or machinery.

The remaining portion of the Facilities consists of and includes (x) the acquisition of a leasehold interest from the City of Baltimore in a parcel of land at the site of the Patapsco Wastewater Treatment Plant located at 3501 Asiatic Avenue in Baltimore City. Maryland (within postal zip code zone 21226): (y) the construction and installation thereon of a sludge dewatering and solid waste recycling process plant for the production of fertilizer; and (z) the acquisition and installation of all other necessary or useful equipment or machinery. The Issuer will issue one or more series or issues of its limited obligation tax-exempt or taxable revenue bonds. The maximum aggregate principal amount of bonds issued with respect to the Facilities will be $76.000,000 The bonds shall not represent constitute a debt, liability. or 8 pledge of the Issuer, the State of Maryland, the City of Baltimore, Maryland, Baltimore, County, Maryland, or any other political unit of the State of Maryland.

This Notice is given pursuant to Section 147 (f) of the Internal Revenue Code of 1986, as amended. Any person interested may appear on Thursday, July 13, 1995 at 2.00 D.mR. in the Redwood Tower. Office of the Attorney General, 11th Floor, 217 East Redwood Street. Baltimore.
