Including shippers, bankers and railroad executives, as well as several leading economists, have signified, their intention of appearing before the joint congressional committee authorized to conduct an Inquiry Jnto the problems of railroad regulation.

In addition to these persons the chairman' of the committee has been Informed by letter that representatives will appear for the four railroad brotherhood, for each of the express companies, the West em union and Postal Telegraph compa nies, the American and Tele graph Company, New York Paper and Pulp Traffic Association, National Asso lation of Manufacturers, of "Medicinal Products, Detroit; National Association of Railway Commissioners, Chamber of Commerce of the United States. Farmers' t.o operative Association and other organ izauons. Several of the state railway coramls slons, including those of Texas and New York, will be represented individually as well as by the national association of tnese olnclals. It.

Outline of Program. rom an authoritative source is ob tained the following outline of the legla lative program which the railroads will ask the joint congressional committee to consider in Its investigation. They will endeavor to demonstrate to the commis sion that one of the principal defects In the system of railroad regulation is the lack of co ordination resulting from the simultaneous and conflicting regula tlon by the federal government and by tne rorty elght They will, there fore, ask that the entire governmental control of the rates and practices of In terstate carriers, except purely local mat ters. be placed in the hands of a federal body bo that interstate traffic may be regulated without reference to state lines; leaving to the state commissions jurisdic tlon only over local matters and local public utilities. As a part of this' plan.

Reorganization of Commission. A reorganization of the Interstate commerce commission will be asked.Jn order to enable the commission properly ip ex ercise Its increased powers. It Is also pro posed that the preparation and prosecution of cases against the railroads shall be delegated to some other agency of the government, possibly the department of justice, so that the commission may devote its energies to its administrative functions. With the commission thus relieved oi some of its present duties and equipped to handle its business more promptly, the railroads will urge that the period curing which the commission may now suspend proposed Increases In rates be reduced from ten montns to sixty nays, wun pro vision for reparation to be paid to the shippers if the advance shall ultimately be declared unreasonable. They will also ask that power be given the commission to prescribe minimum as well as maximum rates so that in meeting complaints of discrimination the commission may order the advance of a rate which it regards too low, instead of requiring the railroads to remove the discrimination by reducing the higher rate. One of the most important recommendations for which the railroads will ask favorable consideration is that the commission be specifically authorized to take into account in rate regulation the effect of rates on total earnings in the light of expenses and, therefore, the effect of its decisions on the credit of the carriers the end that the country may be assured of adequate transportation facilities on existing lines and of development by extensions into new territory. DISCUSSES GERMAN VOTE. Albert Sahm Says Most of It Went for Wilson. At a meeting of the German American Democratic Club last night, when the election of Woodrow Wilson and Thomas R.

Marshall was celebrated, speakers of German extraction severely criticised the German press which had fought the reelection of President Wilson and Ger man Atnericans who had conducted a bitter campaign against him. Albert Sahm, president of the club, said a thony path had been made for Americans of German blood who stood for "the starry flag first, last and all the time." in hv German Americans ho used poison and venom augmented "by adroit Republicans whose every interest, centered in the tleshpots and who were aided by those of German antecedents who saw an opportunity for a little brief notoriety." The poison, he said, had so permeated every ramification of "so called German society that when the campaign committee of this club started out it could not get a look in." But the campaign committee had persevered, he said, and was successful, most of the German vote going for Wilson. In Mr. Sahm's opinion, local Democratic defeat was not due to the German vote.
