The Legislative Committees: Who's on Them, What They Do By DAVID FINK Courant Staff Writer ril he startling thing about the General Assembly's 21 committees is that so many of them will be chaired by freshmen legislators this term. The GOP takeover of control of the legislature means that virtually all the chairmen will be Republicans. And in the 36-member Senate, where there are 12 Republicans among the 13. newcomers, 10 of the new members will head committees.

The Republican majority also changes the complexion of the legislative process. GOP-sponsored bills that never got serious consideration under the Democrats are likely to get more than their share now. This year, it will be the Democrat-sponsored bills that could get short shrift In the Senate, the 12 Democrats will be spread thin. Each will serve on three or four committees, and some committees will have only one Democratic senator, All of the General Assembly's standing committees are joint committees, with the House and Senate chairmen serving as cohairmen. The lineup is as follows: Planning and Development The Planning and Development Committee's responsibilities range from home rule and local governments to regional and development activities.

Among them: housing; urban renewal; fire, sewer and metropolitan districts; zoning; and the state plan for conservation and economic development. Chairmen: Rep. Alice V. Meyer, R-Easton, and-Sen. John F.
