At Hobokea a large number of persons on their way to the Elysian fields were overtaken by the rain, of whom more than a thousand made their way to the ferries thoroughly drenched. James Brann, a young man who is preparing himself for a Roman Catholic clergyman, was so yeverely injurd about the Lead that his life i supposed to be in danger. On Saturday night, a meeting of the friend of ex-President Fillmore was held in the district court room for the purpose of making arrange ments to give him a suitable reception on his return home.

Resolutions were adopted expressing their confidence in the principles of the American party, and recommending that a committee be appointed to get up a mass meeting; and also that another be appointed for the purpose of visiting New York on the arrivalof Mr. Fillmore and welcoming him to his native land. A meeting of journeymen house carpenters was held in this city on Saturday to take measures to secure an advance of wages, from $1 50 to $1 75 per day. Some discussion took place, and a general strike was proposed, but no decisive action taken. About seventy- five journeymen were present.

One hundred guns will be fired this afternoon, et Powelton, In honor of the nomination of Fremont and Dayton for the Presidency and Vice Presidency. The firing will take place under the superintendence of Capt. J. K. Murphy, of the National Artillery.

The Camels. It has become quite a common sight to see camels and dromedaries marching through our streets. The bill authorizing the people of Oregon to form a Constitution and State Government having been taken up, Mr. Jones, of moved an amendment requiring the territory to have a population equal ta the represeetative ratio established under the Cosu of 180. 1 he bill provides that all white male Inhabi-t cf 21 years of age shall be registered as legal voieis. It also provides that Kansas shall be admitted into the Union as a State without delay.

As soon as the census shall be taken, and It shall be ascertained who are the real inhabitants of Xatnas, teey nhili proceed forthwith to the election of delegates to a convention to form a constitution, preparatory to their admission into the Union as a State. This election he would have take place on the first Tuesday in November; for that woid give sufficient time. It would allow four month1 rtsidece to the inhabitants, and that would be a day when the people cf the different States of the Union would be prevented, In consequence tf being occupied in their own State with the Presidential election, from even attempting ta defeat the real wishe of the people of Kansas, by interfering with their election. This gave rise to a debate whick was not concluded when the committee rose. The discussion te-day being strictly confined to the subject before the House, Mr.

This afternoon the board of aldermen and board of common eouncil assembled for the first time to attend to current business. Mayor Magruder sends in his message as follows: Mayor's Otfich, Washington, June 23, 1856. To the Board of Aldermen and Board of Common Council Gentlemen: Herewith yon will re eelvt statements of the account of the corporation with the Bank of Washington on the 9th and 16th and with this I place before vou a subjoined statement of what will be the indebtedness of the corporation on the 30th as far as I have been able to ascertain it. I have thought this information would be acceptable to enable you to act advisedly in fixing the rate of taxation for the year 16-50. The tax books not being made up nor the rate fixed, I am unable to give you any estimate of the probable amount 'f receipts from taxation; the amount of assessed property is not increased to any very considerable amount by the assessment of Inst year.

Ti e'stimate of expenditures-will not be short of these for last year, which amounted to exclusive of bank debt, and if the present over draft be takfn into account will be increased about that sum. In this estimate no allowance is made for improvement of streets or avenues. The expenditures of last year consiaerably exceeded the estimates, and they will probably always do sof as many contingencies occur which Cannot be foieseen. The revenue of last year did not come up to the estimate, so that in fixing the rate of taxation vou must not only consider the necessity of providing for the ordinary wants of the corpo.ation, but you must provide for the payment of the floating debt, and if you purpose making any improvements to streets, which in aU parts of the city are very much required, you wiU have to lay the taxes at the highest amount the charter allows, which as you know, is three-fourths of one per cent. If you pursue any other course, you take the responsibility of shutting out all improvements, and you will also make it necessary to keep the creditors of the citv knock! for small sums long' since due, and which ought to have been paid as soon as earned.
