On being questioned by one of the Labor representatives in the houes, the Hon. Mr. Hoey, minister of education, admitted that many of the accondary schools in this proVince would have to close because of financial difficulties. It is a moot point whether or not public schools will long be able to funedion if the present policy continues.

Free education is one most vital services to the people. It is the very life blood of a tion. Here we find that in a year when the government voted five and a quarter million dollars for the payment bond interest, Jarger amount than ever before in the history of province, the supposed representatives of the people of Manitoba are willing to see secondary schools closed in order more to the banking end financial interests. What an exhibition of -sightedness! Demand For Education stantly Need More Opportunity The Independent Labor party have fought for free education for years, and in continuing that fight include in their platform a demand for: "And educational policy that full and free; teaching children how to make a living and how to Nve; fitting the school to the child anther than the child to the school 30 that individual personality and talent may find full expression; Inclusion in the curriculum of vorational training and the teaching the principles methods of co-operation; raising of the school Seaving age to 16 years. Our present system of education, where the benefits of higher learning are made the exclusive possession of the wealthy classes, damns to mediocrity thousands of workers' children.

Is wonder that ignorance and stupidity are so prevalent in The world today, when we allow our marvellous heritage of knowl. edge to be so sadly abused? The biggest stubling block to progress in the life of a community is the extreme difficulty which children of poor parents have in obtaining even the most elementary educaLion. When we have system where education is full and free, the level of human pintelligence will con- By making available to all the people the civilizing influence of education, they will have the opportunity of living more intelligently than they can ever hope to under present conditions. A child condemned to face the world under-educated is committed life of drudgery, generally without even the ability to appreciate beautiful things.

Forever, outside cultural life, the under-privileged child lives and dies without realizing the joy of living. The worker rises in the morning, trudges to work, returns at nighthis life one deadly monotony. Is it any wonder that drunkeness and other social crimes mar the existence of our people? Shut forever from the mental exhilaration that a full and free open up to him, bodily intoxication is the only means the worker has to forget the awful slavery of his existence. It is high time the people of Manitoba made up their minds on this important subject, and pressed themselves in no uncertain manner, that there must be no curtailment of educational cilities for our children. It is, moreover, an exceedingly far-fetched reason to compare Manitoba today--and the comparison is made Mr. Bracken's succesGreat Britain of a few months ago. Great Britain bore on back the weight of financial world as A whole. This menaced her credit. And even more than that her financial tions and her commercial honor and high repute.

To cite, therefore, the four sons given at Portage la Prairie, in Mr. Bracken's presence, was a use of equivocal words. For Manitoba is in no such position as represented. That a statement of polltical pessimism. It does not ring true.

Col. Taylor is making no such bluely ruinous speeches about Manitoba's prospects, her present day condition. Ottawa, by providing gold to keep up Manitoba's credit, has acted the part of the good Samaritan. Mr. Bracken will not deny that.

Reason Help Needed And why is this help needed and generously given? Because of the free handed and amateur methods of the premier-treasurer Mr. Bracken. His extravagant borrowings and reckless spendings from 1924 to 1929-and era of freely obtained money at home and abroad -is recorded in the public accounts, reflected in the Bracken budgets. Is it not true that Mr. Bracken's coalition efforts- their refusal by Col.

Taylor--arose out of this? That Mr. Bracken wished to still the voice of provincial criticism re. garding board breakdowns and failure, banking mismanagement even -all of this is notorlous. These revealed conditions caused Col. That is the considered opinion of R. W. B. Swall, one of the seven Conservative candidates in Winnipeg. and among the younger of the 29 men of all parties seeking election in the constituency.

"R.W.B." stands for "Ralph Wesley Beattie." At 36 years of age he is successful barrister, director in half a dozen companies, married, has a four. year-old son, and likes skating. Campaign R. W. B.

Swail Drafted Into This is R. W. B. Swail's first bid for election. If he hadn't been 11- terally drafted by the MacdonaldCartier club of Winnipeg to stand tor the Conservative nomination he would have been content to remain a member of the club'e cutive.

And an efficient one, other members will add. "In education and outlook, in the sincerity of their desire for efficiency, and in their genuine love for Manitoba, I honestly believe that the younger men in politics today will supersede the old-line politicians," Mr. Swail said Monday. Counsel Asks Dismissal of Conspiracy Charges S. Hart Green, K.C., appeared before Mr.

ustice Montague today to ask for dismissal charges of conspiracy against four defendants in connection with the Porter block fire. The court ruled that the trial must proceed and the evidence considered as presented. Speaking on behalf of four, defence counsel, Whitla, K.C., asked that the eight counts against the defendants be separately tried. This argument was not concluded when the adjournment was taken. The defendants are Fred Bronstein.

His salvation and cabinet preferment are their objective, in pretending to deal with an alleged Manitoban financial crisis in an extreme sense, "Such a tarn of affairs entails a low standard of amateurish politics- high standard of assumed capacity to fool the electors of Manitoba. LIBERALPROGRESSIVE CRITICISM has been directed by the Conservative speakers, and re- through the columns of The Tribune Forum, against the finances of Manitoba during the past two fiscal years. Having nothing else to talk about, they are making a concentrated effort to misrepresent the Anancial record of the government. They are finding that their charges and accusations are falling far short of the target because they are based on incorrect statistical statements and on unfounded assumptions. They say that the last fiscal year colncided with the second year of the depression, and then proceed to intimate that the government had failed to cut its pattern to suit its cloth and had been too extravagant in its expenditures.

What are the facts? In the first year of the depression, which coincided with the provincial fiscal year ending April 30, 1931, there was no deficit at all. By taking $619,000 from a reserve fund which the government had established specially to provide for a "rainy the budget of that fiscal year was balanced. In the same year, as a basis of comparison, Saskatchewan had deficit of $3,900,000 (six times 88 large); Alberta had a deficit of over $2,300,000 (almost four times as large), and British Columbia had A deficit of $2,000,000 (over three times as large). Capital Expenditures It is stated by the Conservatives that in the flacal year ending April 30, 1932, our provincial debt was $13,000,000 greater than the bonded debt at the end of the previous year, and the suggestion is made all this amount was extravagantly spent. The only capital expenditures of the government, which helped to make up this increase in the debt, were those connected with ployment works and direct relief, a total approximately $3,500,000 of the increase represents the amount guaranteed to the Wheat Pool, which is offset by the security given to the government by the Pool Elevators Limited: 250,000 of the increase represents certain liabilities of the Manitoba Farm Loans association, which were taken over by the government, and $1.570,000 represents 8 portion of the moneys that will be received from the sale of the new bonds now on the market, and, of course, has not yet been spent.

The increase in the debt during the last fiscal year was unavoidable except for the money spent on unemployment works or direct relief. Surely no person can criticize the government for this expenditure. Mixing Expenditures It will be seen, therefore, how the Conservatives are deliberately mixing up capital expenditures of various kinds with current expenditures for the purpose of misleading the electorate on the question of finances. They charge unwanted extravagance against Premier Bracken, and in support of their charge proceed to juggle figures in a most unscrupulous ner. In the same way they represent that the approximate deficit for the last fiscal year, which is estimated may amount $3,000,000, will have to be paid, whereas the fact is that the money to the credit of the deferred subsidy account will largely up whatever this deficit may be.

The same spirit of unfairness has carried Col. Taylor so far as to reflect upon Manitoba's credit by saying that this was the only province in the Dominion which could not sell its bonds, whereas at the present time $5,000.000 of these bonds are being successfully sold to Canadian investors in all parts of the Dominion, Avoid Comparisons The Conservative party wants power in Manitoba and is seeking to make the present conditions in the province appear far worst than they really are, but it is conspicuously noticeable that the Conservatives in their tirade against the government carefully avoid any basis of comparison with the financial showing of the or of any other province in the Dominion. Why? Because they know as well as all the other electors in the province that there is nothing the matter with Manitoba, that Manitoba stands in a very fortunate position financially 88 compared with its neighbors and with the Dominion as a whole, The leader of the party and his followers night after night are struggling vainly to discredit the province. They say that it is bankrupt. They are ing to place all the blame on the government for the present conditions, the result of a world depression now running to the end of its third year.

However, they cannot cacape from the utter folly of their own promises made to the people of Manitoba in 1930. LIBERAL Anancial situation is one of THE, the most outstanding issues in the present election. Ten years ago, we elected a government to carry on the affairs of this province. The same members with a few exceptions, were again returned to power five years ago. Although the government has ceived millions of, dollars of new revenue derived from such sources the liquor traffic, race track gambling, amusement taxes, income tax, transfer moneys from the federal government and many other sources, the province is on the verge of bankruptcy.

The people elected to the last legislature cannot shirk the responsibility of the situation by saying that it is due to world conditions or that most private citizens are also in financial difficulties. The fact remains that these men whether they be Bracken supporters, Conservatives, Labor, Liberals who have been supporting the government are alt sible. They were elected to carry on the affairs of government and they have made a miserable fallure of their task. Only on one or two occasions did any of the members raise a protest to the extravagance and incompetency of the government. Their main criticisms of the opposition were by way of demands for further expenditures.

Well Understood An attempt has been made by the newspapers and the government to keep the financial issue In the background for fear of affecting the credit of the province. The financial position of this province is well understood by all financial interests in the province and at large and in the money markets of the world. The only reason. therefore, for the suppression of discussion la to keep the real situation hidden from the people of this province who are the ones who must uitimatoly the incompetence and extravagance of the government. There should, therefore, be a full and free discussion of the present financial situation so that everyone will be able to understand just what has taken place during the past ten years.

If the people of the province send back to office any of these members who are responsible for our present financial condition they will be putting their seal of approval on what has taken place. With one or two exceptions there should not be one member of the last legislature returned in this election, if the people understand and appreciate the financial position of the province. This applies equally to members of the Conservative and Labor party, and those Liberals who foreswore their principles for the sake of keeping in power the most extravagant and Incompetent government this vince has ever acen.
