The trades council took action following a meeting Tuesday night when J. E.

Graham, secretary of the council, reported on the situa tion which developed several weeks ago. He stated that the manage ir.ent of the Mid West Co. had refused to come to an amlcablo agreement with the employes. The question of wages for piecework on a contract was the contentious Issue. Union Organized According to Mr.

Graham, who has been working with R. Hewitt and J. Winning on the matter for some time, the employes objected to a 10 percent reduction on piece 1 work for the large shoe contract. I Several of the workers went on strike about two weeks ago. The i organization Into a union followed.

Negotiations with S. R. Franklin, president of the company led to his consent to split the reduction to 0 percent, with the specifications that It should stay In effect until Jan. 31. By that time, It was ex plained, the employers would de cir how the plan waa working.

Mr. Graham reported that this did satisfy the men who demand ed that the five percent reduction remain in effect for the life of the present contract. The company re lueed to co this, Mr. Graham said. The council told Mr.

Franklin to try and arrange an agreement with his men by last Saturday noon. Efrortj of the employes to meet Mr. Franklin were ignored, accora ing to Mr. Graham's report. The result was an ultimatum Issued by the council which gave the company until Tuesday to arrange terms or the council would go to the epartment of labor.

Mr. Franklin's answer to this, Mr. Graham said, was to fire five employes on Monday and several more "on Tuescay. He stated that some other employes went out In sympathy. The situation now was a lockout, the management refused to accept the terms of the union employes, he explained.

Says Statement Insecurity The council passed a motion that the committee meet the department of labor to attempt a suitable agreement by means of a conciliation board if necessary. Mr. Franklin, when questioned en the matter today, made the following statement: "The statement that there has been a reduction In wanes it inaccurate. What was actually done was that we accepted an order for a low priced shoe for which it was Impossible to pay as much per pair piecework as we pay our emploves on our better quality shoes which sell for a much higher price. "In addition to thl difference In our selling price, the low priced shoe in all operations, Is much easier to make, therefore much quicker to produce, which allows each operator to make as much monev or more per hour on the low priced shoe as on our regular Mr.

Franklin explained his stand on refusing to come to terms with the union, stating that It was impossible for him to accept the terms demanded. He stressed the fact that there had been no wage reduction in the plant, but only a slight decrease of rates paid for piecework on the one ebfe being pioduced for the large contract WALKER SAT.
