By law, the board Is required to admit only two watchers selected by the State central committees ot each party. Jenifer said today, "But we have a problem there, sine many horse owners object to stables of masonry construction as being too cold during the early Kpring and fall." Fire-prevention measures at Maryland's race tracks are largely settled between the individual tracks and their insurance companies, although the Itacljig Commission has ruled that fire apparatus and an ambulance must be on hand during the meetings. In ad dition, local fire laws help govern fire-prevention measures at th tracks, Mr. Jenifer aid. Restricting Rulings Mr, Jenifer pointed out that ru) ings by the attorney general of Maryland have, from time to time, restrained the commission from "interference with the track managements." According to a timetable computed by the Maryland Academy of Sciences, the eclipse will actually begin at 8.20 P. when the moon's eastern edge touches the penumbra, or partial shadow. Some minutes later tills bright Jim of the moon will show a slight shading that will increase until 9.32 P.M. when the edge reaches the umbra, or main shadow. A few minutes later, the main shadow will appear very dark to the eye and the bright full moon will be much dimmed.

When, at 10.54, the moon has moved completely into the shadow, the eclipse will be complete. The' total eclipse will last until 11.40 P.M., but it will be 1.02 o'clock tomorrow morning before the moon leaves the umbra. At 2.J4 A.M.
