COUNTY PROBLEM: Declining federal and state revenues make effective management of county resources necessary to provide needed services for our citizens. My solution is to provide experienced and demonstrated leadership, rather than "politics as usual." This county needs management for a change. EFFICIENCY AND COST: I plan a value analysis study of each department to emphasize increasing services, while keeping costs at a minimum.

COUNTY PROBLEM: As a candidate il I attempted the answer I would be the pur veyor of terminological inexactitudes, if 1 responded. EFFICIENCY AND COST: Reduce tht size of the bureaucracy. REPUBLICAN replace it with a fair tax system (to fund programs). EFFICIENCY AND COST: I combined 32 agencies into 10 departments to eliminate waste and duplication. My budgets had the smallest increase in the metropolitan area.

I will continue tight budget control, evaluating programs effectiveness, streamlining administrative procedures and hiring only qualified management personnel. CHARLES R. EFFICIENCY AND COST: Effective management; tight budget controls on department. Raise morale of county employees. Develop pride in efficient service to business and public.

Mr. Seisman has experience in governmental accounting, i-. nancial management and auditing. COUNTY PROBLEM: Charter government enacted in 1972 was never effectively applied as originally intended, creating the many unresolved problems existing today. As County Council President I would cause the council to adhere to the charter, bringing about needed action to solve governmental problems.

EFFICIENCY AND COST: Increase accountability through the application of sound fiscal management policies and sharing my knowledge and expertise as a CPA to other council members, bringing about greater understanding of the Budget by those who must review it. COUNTY PROBLEM: Managing money to deliver most service for least dollar cost. To continue to deliver services with shrinking revenues we must learn rules of funding under "new Federalism," demand performance audits of departments rejjion-sible for delivery of services and be willing to explore creative finance mechanisms for public projects.
