But even In respect to a bombardment, the siguatory powers are not all agreed, for the commanders of the French vessels have been ordered to give to the naval demonstration only a moral support. To pick up the gauntlet which Turkey has virtually flung In their face would be to run the rl.ik of finding themselves Initiating a war that might Involve the whole or Europe In Its scope. The attitude of Turkey has brought mattor3 to a crisis. It Is difficult at present to say how It Is to be met. A general war between the signatory powers and Turkey would probably end in the expulsion of the Turk from Europe. The reluctance to enter upon It does not arise from any sympathy with Turkey, but from the difficulty among tics powers themselves about the division of tho spoils.

If an agreement could be reached among them to limit the war to Dulclgno and the surrounding territory, it might be possible to defer the greater war that must come future time. It may alo be possible that the proposition to exert a direct pressure upon the Sultan by authorizing Russia to blockade the Bosphorus, while the allied fleet blockaded tho Dardanelles, would bring him sud Jnly to terms. Such a proposition has already been made. Iron Steamboats. In view of the numerous IiUl accidents to river steamers and excursion boats during the season just ended a company has been formed in New York to remedy the lack of system in the present management of excursions and construct iron steamboats which will be safe.

This company Is organized with a capital stock of $10,000,000, its plan being to build a fleet of excursion steamers combining safety, speed and comfort. The boats are to be built wholly of Iron and steel, each to be divided into twelve water-tight compartments, and to draw not over eight feet of water. They will not sink from the effects of a collision, aud will be fireproof. The proposition is to build eight of these steamers at once, and to have a fleet of thirty ready in time for tho New York exposition of 1383. The projectors are Messrs.

John Roach, Cramp Sons, Rufus Hatch, and many other leading capitalists, baukers and steamboat men of New York. The New York Trib-uue, in discussing the feasibleness of this schame, remarks 'The building of Iron steam vessels In this country Is comparatively of recent date, but the superiority of the Iron vessels, even for -souud and river trade, has already been established. When once the iron boats are Introduced they speedily displace the wooden vessels. It should be remembered that up to 1872 scarcely an Iron steamship had been constructed in this country, nor did the rolling mills aud ship-yards required for their construction then exist. The result of an enterprise built up since that date is that In four iron ship-yards on tho Delaware, from 187.

to 17J, there were built seventy-six iron screw steamships of tons, Riving employment to a crew or 3,986 men. All these vessels are seagoing, and equal In strength, speed and finish to any of their class In the world. As the object of the above company Is the build-lug, furnishing, fitting, purchasing, chartering, managing, navigating and owning steamboats and other vessels to be used and employed for carrying and transporting passengers and freight on the bays, rivers and other Inland watiirs in the vicinity of Now York, it is believed there will be a general change from wooden to Iron steamboats In this vicinity within a few years: and so soon as the public come to understand the greater safety and comfort of such vessels they will be preferred to the exclusion of the old types for all pleasure travel." Thk Arkansas Election, the returns from which have been considerably muddled, with -amy conflicting reports, is now said to have resulted In a clear majority of 7,000 against the Fishback amendment to the constitution. The defeat of this amendment, which would have prevented practically the payment of the State debt, is a decided victory in favor of preserving the State credit aud the public lunor. When Virginia and Tennessee put themselves as pointedly on the record in the aame line the charge that the South is given over to repudiation will lose its sting by being deprived of any foundation to rest upon.

The only obstacle to honorable action of this sort Is, as The Sun's Virginia correspondence has pointed out, "the uuholy alliances" promoted by selfish partisan Influences. As the New York Journal of Commerce says, Virginia will mak the same response as Arkansas to the -hargs of dishonesty "unless the political Alllo-, white and black, of these same Northern editors and speakers, uniting ou this one Issue with the readjustees among their opponents, prove too strong for the honest yeomanry of Virginia." Thk York-town Centennial promises to be very distinguished afTalr. President Grevy, of the French republic, has written to Dr. Duhamel, of Washington, one of the subcommittee on the celebration appointed by the congressional committee, to say that the French cabinet has favorably considered the Invitation to take part in the celebration. The note is very polite, and encourages the pros-p-50t that a French regiment aud a detach-ineut from the French navy will be detailed fr represent France on the occasion.

The Ciutentlon between the Erie, the Pennsylvania and the New York Central railroads In regard to the immigrant passenger business and the dispute- between these roads and the emigration commissioners, who objected to the roads giving rebates to persons influencing emigrants to travel by their route, have been settled, so it understood, by equally dividing the entire Imsiuass between the three roads. The Bremen business will be divided between the Erie and the New York Contral, but the Pennsylvania will nevertheless get Its full quota of one-third of the traffic. The Fall Fair or the Oxford Agricultural ssocloty will begin at Oxford, Chester county, to-day, and continue threodays.
