30 Special A naval court of inquiry investigating the explosion of a smoke signal projector that killed a newspaper pho tografer and wounded three navy officers yesterday during amphibious landing exercises at Carson Beach, heard testimony today that half pound blocks of TNT were being fired from the launcher to simulate aerial bursts. Capt. R. A. Mitchell, member of the board, asked the witness, Lt.

Comdr. Francis D. Fane, if any modifications had been made in the projectiles being shot from the pyro technic projector that burst. Demolition Blocks Used Lt. Comdr.

Fane, in charge of tha demolition team on the beach, replied: "Yes, the smoke chamber was replaced by half pound demolition blocks." "Who authorized that?" Capti Mitchell asked. No one I know of," Fane said, Lt. McStay did that and I relied on his judgment as he was an expert in this phase." Lt. Hugh F. McStay, U.
