10 THE SUN, Sunday, April 1977 i Wpittliilllliip plfe Harford unit backs 4 for school posts Bel Air Burnou of The Sun Bel Air-The Harford County Permanent Nominating Caucus Is recommending four candidates for appointment to two county Board of Education posts that become vacant July 1. Delegates from 39 organizations voted Thursday night to submit for Governor Mandel's consideration the names of Charles R. Laire, Charles R. Boutin, Mary Jane Hasselkus and Richard L. Tietjen, acccording to Eileen Rehrmann, the caucus vice chairwoman.

The seats now are held by George R. Litchfield, of Edgewood, and Thomas Snodgrass, of Street. Mr. Snodgrass has said he did not think he wanted another appointment, and Mr. Litchfield, who did not seek caucus endorsement, said he was undecided.

The 18-year-old caucus of fraternal, civic and school associations also made two recommendations for appointment to the Board of Trustees of Harford Community College. Janet G. Phillippe, whose term expires June 30, finished first in the caucus balloting. Mary Louise Preis, of Bel Air, a part-time teacher and reporter for a county weekly newspaper, was next. Alan W.

Anderson, a teacher at Aberdeen Senior High School, was the only other candidate for the college board. The caucus plans to submit the names to Governor Mandel listed in the order of the number of votes each received, Mrs. Rehrmann said. Mr. Laire, who finished first in the school board vote, lives in Joppatowne and is general manager of shopping centers for Monumental Properties, Inc.

Mr. Boutin, of Edgewood, who was next, is a lawyer, Mrs. Hasselkus, who was third, is a housewife and lives in Bel Air, and Mr. Tietjen, the last named to the list, is a Jop-pa businessman.
