1 A month ago, it celebrated its first anniversary of selling subscription TV to Baltimore, a party that could have been planned far in advance. But a few days before that, a more impromptu celebra-' tion undoubtedly called for a few cases of bubbly. That would have been when the Baltimore City Council turned down the bid of Caltec to become the city's cable television franchise. Not that the Super TV people seem to care whether Caltec or the other competitor, Cox, gets the job, but the vote guaranteed further delays in the installation of cable in Baltimore. Which, of course, means that if anyone who lives in the city wants to see what the TV technological revolution is all about in other words, if you want to see uncut movies without commercials you are forced to look for an over-the-air system.

And, with only a fledgling microwave (MDV) system as a competitor, the decision guaranteed several more years of near-monopoly status for Super TV in Baltimore. "Once we heard about that decision, we re-focused our marketing efforts in Baltimore," Nancy Craig, who's in charge of marketing for Super TV, said of the City Council's action. "Clearly we wanted to take advantage of this." Super TV also serves the Washington area, but since the District, unlike Baltimore, is moving along with its cable plans, the gold mine apparently lies at the other end of the Baltimore-Washington Parkway. According to Craig, of Super TV's 85,000 subscribers, 30,000 are in Baltimore. That's out of a market of 700,000 homes.

Super TV's ultimate goal was always 10 percent of the community, so to be nearing half of that after a year is fairly formidable. The price of Super TV, around $20 a month plus installation, is comparable with the cost of basic cable plus a movie channel. Since you get a variety of other channels on basic cable, it's tough for a subscription channe to compete. Thus, although there is talk of Super TV and other such outfits converting their decoders to DBS (direct broadcast from a satellite) operations, clearly the way they make hay while the sun shines is to sign people up where cable is not available. And so the City Council decision was money in the pocket of Super TV.

And, though it wasn't directly money in the pocket of Channel 54 (WNUV), the local station that carries the scrambled subscription signal at night, there is a recognition that its operation's health is directly tied to the health of Super TV. "Basically, Super TV pays the bills," Mark Sal-ditch, director of programming at the fledgling sta- tion, explained. His station, which broadcasts free, unscrambled TV during the day, sells its most lucrative hours to the subscription company, and he recognizes he wouldn't be in business if Super TV wasn't. "But we figured the biggest expense was firing up the transmitters every day. They have to be on so the Super TV installers can get a signal.

So, we thought as long as they were on, we might as well broadcast somejrogramming." This is in contrast to the station that carries the Super TV signal in Washington, which just shows a view of the Alexandria skyline every day. "I think they have two employees down there," Salditch said. "We have about 24 here so we're concerned about meeting that payroll. We're out there trying to sell advertising like anybody else. "We know people are watching.

We certainly get a lot of letters. It might not be that many people, but the ones who watch certainly care about what we put on." Essentially, Channel 54 has several cult follow-ings. One is for its afternoon Financial News Network, a non-stop business news service. Another is the old movie crowd who watch vintage hits and misses weekday mornings and late afternoons on the station. "We do best on Saturdays," Salditch said of another group of fans who tune in for classic cowboy movies.

"Plus, we've got a real good wrestling show." Channel 54 's offices above the Ashburton Water Treatment Plant may not be at the top of Television Hill, but it certainly beats the patchwork quilt that was at work when Channel 54 went on the air 13 months ago. The station didn't have its microwave link to connect its studios on Druid Park Drive to the transmitter in Catpnsville. As a result, everything was run in a small building out at the transmitter. "I would take people out there to show them the TV station I was running," Salditch said of those first few weeks. "We would drive across this muddy road on a farm.

Everything was in the corner of this building that we hadn't even bothered to fully wire because we weren't planning to use it. So there was this bare light bulb hanging down above a technician operating a videotape machine.
