Coast Guard Finds Marijuana on Ship BOSTON (AP) The U.S. Coast Guard escorted a 73-foot Honduran vessel into Boston Wednesday, which it had seized at sea after finding a large amount of marijuana on board. The Juliana I was seized Monday about 10 p.m. about 120 miles northeast of here by the Coast Guard cutter Active.

The Coast Guard said the vessel was not flying a flag of registration which is in violation of admiralty laws. Upon boarding the vessel, the boarding party found an undetermined amount of marijuana on board. Other "CHiPs" partisans may disagree violently with this assessment, preferring the banal dialogue in the boy-meets-girl auto wreck rescue scene. As the French would say in a question of taste like this: each to his own liking, or "chacun a son glue." "CHiPs" may well have the capacity to get even worse. Already, it makes last season's bummer of a cop show, the late, unla-mented "Holmes Yoyo," seem as classy as "Masterpiece Theatre." "CHiPs" debuts tonight at 8 on WHNB-TV Channel 30. UJ JV5JL By OWEN McNALLY "CHiPs," the throbbing saga of two young motorcycle patrolmen, roars across the screen tonight on NBC and slams into top contention at the most dreadful series of the new season. CHiPs stand for the California Highway Patrol. You'll remember that since the whole show seems like an hour-long ad for the California Highway Patrol which, did indeed, cooperate in (or conspired in) the show's production. Our heroes are two rough-and-ready guys, Jon Baker (Larry Wilcox) and "Ponch" Poncherello (Erik Estrada). Jon is ever diligent and never gets in trouble.

Ponch is his devil-may-care, cycle sidekick who's always getting in trouble over his crazy stunts with his ever-suffering sergeant (Robert Pine). Actually, the two main characters should have been named Bob and Weave since that's how they spend almost all their time, bobbing and weaving through traffic jams. One salutory effect of all this bobbing and weaving is that the show has a very low violence quotient. There's little time for beating and shooting. Our heroes spend most of their time battling traffic jams, writing up road violations and ogling pretty girls in sports cars.

It's certainly a far cushier gig than, say, poor Baretta who gets his brains scrambled almost once a week and has little time for biking and philandering while on the job. On tonight's premiere, Officers Bob and Weave, as we shall call them, set out to crack a sophisticated car theft ring. Along the way, our bikers in blue have several adventures and misadventures on the road. Weave, the fearless daredevil, rescues a fair damsel in distress whose car has run off the highway and overturned. It looks serious.

Perhaps she's dead, pinned in the wreckage. But have no fear, for Officer Weave is here! No doubt the young woman will be more jolted by his good looks than by any mere brain concussion she may have suffered in the accident. Help is on the way, Weave assures her.
