THE RATINGS WARS One inescapable conclusion of the just concluded "sweeps month" ratings war on TV is that most new shows of this fall's strike-delayed season have not found big audiences. Nielsen figures for the last week of November, for example, as reported in Electronic Media magazine, show only two newcomers in the top 20 shows: in fourth place, NBC's "Empty Nest" on Saturday (which aired behind the week's number one show, "Golden and in fifth place ABC's "Roseanne" on Tuesday.
