Dr. Wilde, the oculist, states that there is a greater proportion of blind in Ireland than in any other country of Europe, except Norway. It appears from the poor law inquiry now in progress that there are 1,700 blind paupers in the Irish workhouses. As Army of Lettbb Writers. The President's message to the coming Congress is said to have been completed in regard to its essential points.

Rumors agree that it Tecommends and promises a Tioron4 prosecution of the objects of the -war: that for this purpose it calls fvr two hunt'rea and fifty thousand soldiers in addition to the force heretofore said now authorized; and that it proposes to borrow a sufficient sum to meet the estimated expenses of the war for the next fiscal year, in addition to the ordinary expenses of the government provided for at tha late session. It was supposed, some weeks that the message would contain some conciliatory suggestions, and afford some hope or chance for an early and pacific solntion of our domestic fiifficnlties, but it is now said that thisisnotso. The hostile attitude of Virginia towards the United States government, and also towards the Union men of Virginia, is said to have militated against any suggestions of peace from this quarter. It is believed by the administration, as I learn, that the Virginia Convention, at Richmond, have, in secret session, passed an ordinance outlawing every citizen of Virginia who shall take a seat in the federal Congress, cr any commission in the military, naval, or civil service ot the United States. The same ordinance provides also for the confiscation of the estates of citizens thus outlawed.

Western Virginia will be represented both sn the Senate and House. It is supposed that Serator Powell, of may resume his cat in the Senate, but that Mr Breckinridge will not. Neither of the Tissouri Senators will attend Cv ngress at the earning session. Senator JohrsD. of Tennessee, and three of the representatives of that State will be in attendance.

Even the newspaper press is puzzled to accent for the fact that the fedora! troops under CJeneril Patterson did not enter Harper Ferry after General Johnson evacuated it. The reason is now explained to be a suspicion that the place is mined. For the same reason, it is said, that Col. Stone is not going to that place. Imt.

The rumored peace propositions have an existence somewhere at trie North, but nowhere at the South. Instead of coming from Davis and liuuter to this government, they have probably been made to those Confederate leaders by some business men of New York, who have nothing to gain, but much to lose by a protracted war.

An editorial convention, it seems, is to be held in New Yoric for the purpose of writing a plan of pacification, or at least of considering the subject. A few of the democratic journals, but no others, may be represented in such a convention. The cause of peace is a hopeless one at present, and, indeed, it will find few advoc ites North or South. The terms of peace thai hare been talked of, so far as they look to compromise aid re-union, would suit neither party. Still there may be a limit to the straggle ia its present form.

That limit, cannot possibly be reached in less than two years time from this date. The continuance of war and the terms of peace must form a political issue for the election of representatives to the next Congress; that is, to the second Congress of the lancola administration. That Congress cannot be called together at an earlier day, probably, than the 1st. of June. The present Congress is deeply pledged against compromise or peace on any terms short of the "return of all the seceded States to their allegiance." Every calculation as to the duration of the war must be made with reference to tie political character of the Congress that may meet two years hence.

Estimates of the cost of the war to the United States may also be made for no term less than two years. Considering the great extent of naval and military preparations, the cost of the war for two years cannot fall shorS of eight hundred millions. Even if the government credit be maintained at its present point, there will be a loss of fifteen per cent, to the government in nego faring 1 jans to this amount. It is urged that the aggregate value of property held in the loyal States is eight thousand millions, and that the people will reaiiiy and easily pay a tithe of that sum to proseente ttie war. But these values have already disappeared, and no estimate of the capacity of the people to pay can be formed uponval nations made before the present disturbances commenced in this country.

The New York papers that manage th war fcave lately declared that the present administration must begin to pack np and begone, if they suffer the war to linger waiting for compromise. The prize ship Amelia, which was captnred off Charleston on the 21st arrived here yestereay. She left Liverpool on April 2 Id, consigned to parties in Charleston.
