THURSDAY, OCT. .5, 1865. Mexican 'News. Mexican news has for some time past been considerably mixed. It has been evident, however, all the while, that the Imperial Government, Chough regarded as a French Echcme of usurpation over the waywari republican dynasties late periods, had the favor srenerally of large elements of Mexican society, liut while this is the case, we have rather marvel one accounts from time to time through a correspondent of the New Orleans Times, claiming to rite from the City of Mexico, of doings by the one party or other, Liberalists or Imperialists, in the civil struggle.

A while ago he almost weekly sent confident ad-Vices of various contests of arms between the two, which, as he reported, always resulted to the disadvantage of the Imperialists. Almost simultaneously, or immediately following, we would have more clear and definite advices, coming directly from the scenes of action, of the waning power of the Liberals that is the followers of the republican President Juarez and iheir defeat, till finally we had the certain information of Juarez, having beea driven to the extreme of the northern border, taking refuge at El 1'asso. This has been confirmed by letters dated thence from Juarez bimself.thongh claiming that the Imperialists and French allies had gained nothing in the way of results. Then letters from Americans at El Passo, quoting their words, reported that the "so-called Mexican liberal cause is dead dead beyond the hope of resurrection." But the aforesaid City of Jlexico correspondent of the New Orleans Times now makes the monotone of his dispatches alleged persecution of the Liberalists by the Maxamilian Government. "Arrests of Liberals and those suspected of Liberalism are so numerous that it will now take one-half the nation to guard the prisoners." And it seems that it is all about kather; for he s-iys that one of the "barbarons orders" of the French commander is that "any man wearing It otker shall be hanged," whether with the leather, in straps, is not stated.

When lately we had such a steady flow of malignant and mischievous misrepresentation of tLiSgs in the fccuth, from ftKewbern, (N.

correspondent of the Press, it seemed likely that the same individual had for the nonce, located at that point. Having been found out and lost his employment in that field, it is possible he is now '-plying his vocation' in the city of Mexico. The Republi-can or Juarez government is the only one which has been recognized by the Government of the United States, but because of that fact it does not follow that the people of this country should be systematically deceived with false information. As regards the struggle between the two parties in Mexico, our Government stands neutral. Mr.

Seward, in the latest dispatches published, renews the injunction to our representatives, "that on no account, and in no way must the neutrality of the United States in the war between France and Mexico be compromised." "At the same time," says the Secretary, "we shall not forego the assertion of any of our national rights." The General Episcopal Convention. The General Convention of the Protestant Episcopal Church of the United States, which has for some time been looked forward to with nVch interest on account of the position and relations of the Southern churches, met yesterday at Philadelphia. No delegates from the Southern dioceses were present, except Texas, but it was continently expected that the whole body of the Southern churches would be represented later in the session. The opening sermon was delivered by the Eight Rev, Francis Fulford, Lord Bishop of Montreal, who was chosen thus to officiate by Bishop Whittingbam, of upon whom had devolved the duty, but whose physical prostration rendered such exertion impossible. The Rev.

James Craik, of Kentucky, was reelected president of the House of Clerical and Lay Deputies, and the Rev. Dr. Randall, of chosen secretary. The House of Bishops having elected Rev. Dr.

L. P. Balch, secretary, both bodies perfected their organization and appointed necessary committees, preparatory to entering upon the important business Which will occupy them for some days to come. Pennsylvania Election. The State election takes place in Pennsylvania on Tuesday next, for Auditor General and Surveyor GeneraJ, who are to be voted for throughout the State.
