The subjects to be submitted are the districting of the State into senatorial and representative districts; to prevent eastern manufacturers and jobbers from selling their stocks by samples; to authorise counties to borrow money and issue bonds for the erection of public buildings; to pass a law consolidating railroads in the State with those in other States, and to make mutual interests of the same, and other matters of local interest. Redfield and a bunch of other appointments to the Senate. Mr. Disney's speech on the Koszta resolution was the leading event in the House. Mr. Disney brushed off his opponent's arguments like cobwebs, and the Ingraham resolution was passed in consequence.

The Legislature of New Jersey has been organized by the election of the Hon. William C. Alexander President of the Senate, and Hon. John W. Fennimore, Speaker of the House.

The clerks and other officers were all elected. The Governor's message was handed in and read this morning. Mr. Crittenden to tle Senate. Jan.

10. Hon. J. J. Crittenden was elected to the 'United States Senate, this morning, by the Legislature of Kentucky.

As the circulation of the Sun is rapidly increasing, and is much larger than that of all the other daily morning and evening papers of the city combined, as an advertising medium it surpasses them all.

We may add, that the Sun is the only paper entirely independent of party, s-ect, and cliqut; it recognizes no artificial distinctions amongst the people, but is devoted to the well-being of the whole community. Ixiroi sAi or Gov. Ligon. His Address. Yesterday at noon the Hon.

Thos. W. Ligon took the oath of office, and was formally installed Governor the State of Maryland. It will be seen by a jsketch of proceedings elsewhere, that quite a considerable concourse of poople had assembled to 'witness the ceremony, and hear the inaugural address of the new Governor. He has been received at the seat of government with great cordiality, and enters upon the duties of his office under highly favorable auspices, and with the cheerful prospect of an agreeable term of service.

The address, which we publish on. our first page to-day, is republican and progressive in its spirit and purpose. "We infer from the emphasis with which Governor Ligon endorses the general principles of the new constitution that he realizes a sincere interest in the amplest development of the iistitutions of a free people, consistent with the organic law of the State. It is true, that the executive officer can do but little directly towards the promotion of the popular welfare; but it is essential to the popular cause that a man whose sympathies are associated with it, should always occupy the chief magistracy of the State. The decided advocacy of a permanent and general system of public schools constitutes a significant feature of the address, and will command the approbation of all who appreciate the liberal aid comprehensive design of these institutions.

The agricultural interests and progress 01 tne i cter 1 State are referred to with a gratifying sense their importance: while the financial charac and resources developed within a few years past a.e recognised as the basis of higher attainments. The position of Maryland among her sisterhood of States, and the important influence she is ca pable of exerting with reference to the harmony of the Union, and the maintenance of the national compromises, are pertinently alluded to. The preservation of the State faith, and the ap plication of all the resources set apart for the pay merit of the public debt, are earnestly considered and comnieiiued. The address closes with an invocation for the blessings of Providence on our State and its citi-yens; and having concluded its delivery, Gov-Lijon withdrew to the Kxecutive chamber. It is time. Within a few yeais past we have observed, with much gratification, the tendency of the public mird toward? the more rational principles appli- able to this subject. The tone of the influential press, sustained by the personal experience of in-tiivid' als, Las, moreover, contributed greatly to the encouragement of public confidence in the practical and beneficent character of the reform projwised. The latest suggestion we have met with upon the subject, is contained in the current issue of Hurt's Merchant's Magazine a periodical we ha repeatedly taken occasion to commend to the reader? of The Sun, and one which is regarded as good authority in pretty much all questions of mercantile policy.

Flour received from Washington road, during December, 1853, 5,633 brls. The falling oil' in the receipts of flour were one thousand barrels, as compared with November, while there was an increase of barrels over October. There was a decrease of 353 tons of grain, and 84 tons in live hogs, and an increase of 184 tons in live horned cattle, ir tons in live sheep, 8 tons in live horses and mules, and 89 tons in pork and bacon. There is a petition now in general circulation in this eity, which has commanded a large signature of our lir-'t business houses, and of our citizens generally, calling on the Legislature for such rcstricti.ms in the use of the money obtained on city credit as will insure the double track.

It is no where made obligatory on the Company to apply any pan ot tins loan to this object! Could there be an occult design in this omission It was doubtless accidental. The high character of president Harrison may not be approached with a question of the honest directness erf ins purpose.

He knows, and all know that thisdooiiletraekwas the paramount, or in the language of the caption, was the "especial' object of the loan. This "rvperiai" purpose, by some strange oversight, was omitted to be imposed as a condition. Who can object to the correction of thisover-siffhtf This is the design of the memorial. The people who loan the money ask the Legislature to correct an oversight in the ordinance, so that tlie "epm'Z'' object of their loan may be assured to them. Who will oppose it? Who can der.y the above facts? Let the "espcdal of the loatl be embodied in the law. The law will be a bond binding our people for five millions of dollars. Letthe especial consideration for thin heavy debt be put in the loud. This is just and reasonable. We have srreat trust in the President of the railroad company.

His name is beyond suspicion. But he is not the company, nor does lie wield its powers. The temptations to divert this fund are very great. The avarice of slock gamblers has already been awakened. Faint nuittcrings of cashdividerids in April have sounded on the public ear.

Bets have been oilered on such dividends. Every body knows dividends cannot be made from revenue. Hungry creditors guard that pass. Protested credits knock at that door.
