The department made public a 10 page review of the case in reply to a letter from Rep. Walter who had asked for a report on Miss Wall, 38 year old foreign service employe who is a native of Chicago. She is now in New Delhi, India, as an assistant labor attache.

Talked with Union Chief Walter's request stemmed from a New York newspaper article purporting to give an account of Miss Wall's interview in March, 1950, with Joseph P. Ryan, president of 'the International Longshoremen's association in New York City. The article quoted Miss Wall as urging to have union members refuse to load ships carrying military supplies to Europe, as advocated by communist-directed union organizers in other countries. In reply to Rep. Walter, Carlisle H.

Humelsine, state department security officer, wrote that a thoro inquiry showed the "allegations to be unwarranted and without basis in fact. He made public Miss Wall's account of her interview with Ryan. Calls Them "Tactless Questions Humelsine said Miss Wall may have "asked some tactless question of Ryan about union operations, but he said she did hot express ani views about arms shipments. He explained that she was interviewing Ryan and other union officials to get training for foreign service as an assistant labor attache. Humelsine said Ryan wired White House Assistant John R.

Guillen asked Arias to stand and reply to his questions. Arias rose and faced a battery of microphones. Defended My People "Are you guilty of violating article 148 the constitution? Guillen asked. "If there is any guilt In my procedure it is that guilt of Arias started to answer. He was interrupted by shouts of Shameless" from the gallery.

"Jt is that guilt of having defended my people," Arias concluded. Then he sat down amid boos and jeers from the gallery. Dr. Felipe Juan Escobar, who acted as personal accuser of Arias, lashed into the ex-president in a 55 minute speech. Arias, speaking only half a minute, refused to say anything in his defense except that the people of Panama had not yet dictated their decision but would do so in the future.

Vote Is 40 to 0 The deputies then withdrew in private caucus for 30 minutes and a heavy police guard surrounded the waiting Arias. The assembly's vote of condemnation was 40 to 0. The verdict definitely fired Arias as president and announced that First Vice President Alcibiades Arosemena would fill the remainder of the presidential term ending Oct. 1, 1932. It was announced to a cheering gallery of more than 1.000 persons while another 5,000 waited in the French plaza outside.

Thousands of other Panamanians sat close to their radios at home and in clubs thruout the day to hear the proceedings. In many places the Japanese carried out punitive actions in reprisal for Indonesian attacks. At the war's end, the delay in the announcement of the establishment of the Indonesian republic was due to its leaders' fear there would be an immediate native uprising and widespread Japanese slaughter of Indonesian intellectuals.

So the Japs surrendered before the republic was born and the Dutch long argued that it was a Japanese puppet state. As a result, the Indonesians have no love for the Japanese and would not have" them back as a community. Also, since they won freedom from Holland in 1949 as a result of American pressure on the Dutch, the Indonesians have become increasingly anti-foreign. Slackening of Effort Indonesians long have believed that the ending of Dutch rule would mean everyone in the country would automatically become rich. There has been a great slackening of effort by the usually industrious workers.

Japanese could work miracles In development of the wealthy archipelago, bringing that drive and know-how which the natives lack.
