Headed War Censorship Creel, onetime editor of the Kansas City Independent, the Denver Post, and the Rocky Mountain News, was an influential figure in Democratic party policies from World War when he headed censorship for President Wilson, until the end of World War II.

He broke with the policies of President Truman, however, and was an active backer of Republican candidates in the last two national elections. A prolific writer, he did numerous magazine articles and was the author of several books. Most widely known was "A Rebel at Large," dealing with his experiences inside the New Deal as a confidant of President Roosevelt. Most recent was Russia's Race for Asia," in 1949. Resided in Club He had made his residence at the San Francisco Bohemian club.

Creel's first wife was Blanche Bates, a New York actress he married in 1912 She died at i their San Francisco home in 1941. Two years later he married Mrs. Alice May Rosseter, widow of a San Francisco shipping executive. She died in 1948. As chief censor in World War he operated on the basis that all news except that small portion which would actively aid the enemy should be immediately published.

He was called "Uncle Sam's press agent" for his leadership in patriotic drives. Breaks with Democrats After the Wilson administration, Creel worked as a writer and editor. He was called back into the government by President Roosevelt and held several New Deal posts. Late in the Roosevelt administration, Creel began pulling away from the Democratic party. Later he made the break complete, supporting Republican Vice President Nixon in his successful bid for the United States senate in 1948.

Last election, he headed a Democrats for Nixon group. Creel's only personal try for office was unsuccessful. He ran for governor of California as a Democrat in 1934 and was defeated. STROKE KIILS DR. E.

MacKay, city engineer, said He said he found it necessary to flush with a fire hose a considerable amount" of raw sewage down the storm drain system after eliminating a cross-connection between sanitary and storm sewers at Willow av. and Naper-ville st.

The cross-connection had been depositing sewage from the sanitary system into the storm drain where it by -passed Wheaton's treatment plant, Mac-Kay-explained. Bring Renewed Complaints The increase in odors from the ditch caused renewed complaints from residents in its vicinity who have long called it a health menace and a nuisance. The ditch, known as Union Ditch No. 1, extends southwest from Wheaton and is designed to carry only storm waters from the city. MacKay reiterated previous statements that relief from the odors and pollution of the ditch is in sight.

He said his crews have discovered and eliminated more cross-connections between storm and sanitary lines, and he pointed out that work to lower five culverts to conform to the grade of the ditch is progressing on schedule. When the five culverts have been lowered there will be a better flow of water along the storm ditch, which will prevent formation of stagnant pools, said MacKay. Culvert Work Progressing Lowering of four of the five culverts has been completed. These are at Gables and Warren-ville the Aurora and Elgin track, and at Aurora way. At Aurora Way workmen still have to remove the by-passing flume and put the road back in condition, which will require about a week.

After that, work will begin to lower the fifth culvert at Hawthorne lane. It should be completed in about five weeks. When all culverts have been lowered a crew will be assigned to clean sanitary wastes from the new storm sewer, installed last year, which MacKay said has been catching much obnoxious material because of illegal and cross-connections with sanitary and other storm lines.
