J. A. GILMORE, FEDERAL LEAGUE FIGURE, IS DEAD James A. Gilmore, 71, former president of the Federal Baseball league, which flourished briefly as a threat to the major leagues before World War died at Downey veterans administration hospital, near North Chicago, yesterday. Gilmore, manager of a New York brokerage firm until the middle '30s, died of a stroke complicated by pneumonia after a long illness.

His address was listed as New York City at the hospital where he had been confined since December, 1945.
