The first hint of Congressional action ws given in the Senate" today when Senator Aldrich introduced a resolution providing for the appointment of a committee of nine Senators to whom should be referred all matters relating to the Columbus Centennial of 1892. The resolution was laid over. Senator Aldrich had forgotten that a select committee, of which Senator HiscocK is Chairman, is already in existence. When the matter was called to his atten tion he conferred with Senators His-cock and Farwell, who thought it might be arranged to increase tne present committee to nine members with a representative each from Illinois, Missouri, and York, and the remaining members to be supposedly neutral. Tomorrow the resolution will be amended in this way so that it will be satisfactory to all the applicants for tne Fair.

A debate may spring up which wiil bring out enough expressions ot opinion to show what the drift of sentiment is among the Senators. The Senate vill be able to take the initiative in legislation because its macninery is less cumbersome than that of the House. Some of the Chicago people have overlooked this cont ingency entirely, as their notion was that all the legislation would originate in the House, but if the Senate committee investigates and reports on this subject its report is pretty apt to be accompanied by a bill. Tho "Little Giant's" friends, as a counter-move, organized as a body to see fair play and give him muscular backing, if necessary. This organization only tended to inflame the opposition.

It was said xhat Mr. Douglas had selected a body-guard of 5(J0 Irishmen, "who, armed, would be present at the meeting to compel the people to silence while their leader spoke. Such was the state of public excitement that it was thought advisable by conservative citizens that the Mayor should preside at the meeting to preserve order. Mr. Milliken consented to preside.

During the afternoon preceding the meeting the flags of such shipping as was owned by the most bitter of the opposition were hung at half-mast. At dusk doleful bells were tolled in the neisnborbood of the meeting-place. By 8 o'clock a mob filled Michigan street in front of tne old North Market Hall, from Dearborn to Clark. Mr. Milliken addressed the crowd briefly, referred to the predictions ol trouble at the meeting, and expressed the hope that they would not be fulfilled.

Mr. Douglas arose to speak. lie proceeded smoothly enough until some burly fellow in the throng questioned one of his statements. Instantly a rumpus began. Hisses, vile names, cat-calls were hurled at Mr.

Douglas from all narts of the gathering. It was evident that the Know-Nothings and Free-Soil men were dangerously numerous. Mr. Milliken attempted to secure order. His efforts were wholly unavailing.

Mr. Douglas became surrounded by a howling, raging mob, anxious to ao him personal injury. His friends now determined to turn loose their fighting organization and put down the disturb, mg elements. Fortunately, Mr. Douglas learned1 of their design, and commanded them to be calm.

Then be faced the mob and denounced them. He was pelted with rotten apples, and several eggs even broke on the platform. But by holding his friends in check Mr. Douglas prevented a physical clash. He was finally forced, however, by the yelling to stop trying to make himself heard.

He left the rostrum. A Dhalanx of his friends, with Mr. Milliken at their bead to cOmmand peace, formed around the Senator, and proceeded to escort him to hts hotel. Hooting, followed to the Clark street bridge. It was fortunate that the bridge tender had intelligence enough to turn the bridge the moment the Douglas party was over.
