The subcoQQittee under Chairman Nixon (R. Cal.) decided to draft a bill for presentation to the full committee within two weeks icinediately after hearing a tirade against the committee and the govern cent from Benjaain J. Davis.

Davis asserted under oath that the Coocunists are not agents of the soviet govern ment and do net advocate over throw of the governoent by force or violence. Experts Disagree Virtually all other witnesses, including experts on communism, victims of communist dictatorship in Europe, and eminent constitutional lawyers, had testified under oath exactly to the contrary. Subcommittee members predicted, legislation to restrict or outlaw the activities of more of a threat to the United States than Russia's oilitary power-will be passed during this session of congress. They said it probably will require registration and fall disclosure to the government by Communists and ceobers of other organizations con trolled or dominated by Moscow.

But the committee also will consider outlawing party card holders as subversive agents. as suggested earlier today by Dr. Willlao Y. Elliott. Harvard professor of govern ment and expert on comounisa.

He said congress clearly had the constitutional right to take such action. Says They' 11 Defy Law Davis read a long statement, following the usual party line, and asserting Coscunlsts would defy any legislatipn di rected against then. He said Communists would not register with the government nor would they publish the names of members. He assailed the administra tion's attitude toward Russia. but praised the late President Roosevelt and declared Communist party support of Henry Wallace for President.

He blandly boasted of Communist support behind Wallace's candidate. Leo Isacson. who won the Bronx congressional seat on the American Labor party ticket in Tuesday's election. Vhen Davis finished bis uninterrupted statement Nixon inquired of each cosaittee oeciber whether he had any questions. Each replied in the negative.

Nixon told Davis to step out of the witness chair. Davis was plainly disappointed. Confused, he left his glasses on the table and had to return for them. The small hearing room was packed with Davis sympathizers, who. as dazed as he.

quietly filed out when the committee provided no opportunity for harangue -or dem onstration. Davis was allowed to speak his piece and no more. He said he was authorized by the Com munist party to represent it at the hearing. Urges Caution On Law Elliott testified that Coo- munists holding party cards are in fact agents of the soviet government and operating against the government and national security oi tne United States. Altho advocating drastic action against such agents, he cautioned against broad leg islation against Communists which might be declared unconstitutional by the Suprece court.

He attacked the court for its 1943 decision in the Schneiderman case, in which it held that cenbership ia the Communist party was not sufficient proof of intent to overthrow the government by force or violence. RAILROAD FAIR GETS APPROVAL OF CIVIC GROUP Mammoth Lake Front Show Planned BY PHILIP HAMPS0N The proposed railroad show to be held on Chicago' lake next summer was unanimously 'endorsed yesterday by directors of the Chicago Association of Commerce at a meeting in the LaSalle hotel.

Bertram J. Cahn. a director, presided at the meeting in the absence of Wilfred Sykes. president of the association. The directors said they believe such a show would be a fine thing both for Chicago and the railroads.

Mayor Kennelly and the city council already have approved the show. Meantime, plans for the big railroad celebration are taking form rapidly under the direction of Ma j. Lenox R. Lohr. who has been selected to head it.

A tentative name has been adopted: "The Chicago Railroad Fair, a Century on Rails." No Permanent Buildings Preliminary blue prints of the ground layout indicate, that the railroad fair will be-the most ambitious undertaking of its kind since Chicago's Century of Progress in 1933-34. An area extending for a mile along the lake in Burnham Park from about 21st st. to a point just north of 31st st. is to be converted into a miniature world's fair. Tho there will be no permanent buildings the tents and stands will be colorful and gay.

The occasion for the show is the 100th anniversary of the first steam locomotive in Chicago which signalized the opening of the west. The North Western railway operated the first engine, but in the next few years after 1848 other railroads moved in and became a part of the Chicago scene. The major event so far scheduled for the show is a big pageant which will be shown on a stage running 450 feet along the lake. Open air seats will be provided for 5,000 persons, tho arrangements are being made to extend the seat tiers should this become necessary. Side Shows to be Free In keeping with the part the railroads had in the build ing of the west some of the free side shows are expected to have a far western atmosphere.

One railroad is plan ning to Install an Indian village in which half a dozen tribes will be represented. The Indians, their squaws and their papooses will live in teepees and other dwellings of by-gone days. Several other roads. are considering the installation of a dude ranch at which cowboys will give exhibitions of their skill with the rope. One railroad is considering the possibility of installing a miniature Sun Valley complete with ice skating rink.

Considerable thought is being given to the eating places. One considered is a railroad camp at which city folks would be given a taste of the rough but good fare enjoyed by railroad workers out on the line. It is promised that prices in all the restaurants will he moderate. The fair is expected to start early in July and run thru August. 22 Ukrainians Seized In Slaying Of General WARSAW, Poland.

Feb. 20 (AP)-Security police have arrested 22 Ukrainian nationalists suspected of killine Gen. Karol swlerczewskl last March. The general, second vice minister of national defense, was slain on an inspection tour of southeast Poland. A military tribunal in Warsaw will try the erouo.
