17 Hawaii's Republicans, who every two years manage to win the majority of posts in territorial elections but who have had to accept Democratic administration of the executive branch of the territorial government, are preparing for the day when, for the first since March, 1934, Hawaii will have a Republican governor. Hawaii's governor is appointed by the President of the United States, and the governor in turn appoints the heads of the various territorial departments, such as attorney general, public welfare director, director of institutions prisons and asylums, public works director, territorial treasurer and superintendent of public instruction. Talk about Hawaii's next governor, to succeed Gov. Oren E. Long, a Democrat, began almost as soon as Gen.

Eisenhower became President Elect. Long, in office since May 8, 1951, has announced he will submit his resignation on Eisenhower's inauguration, to take effect at the new President's pleasure. Party Split on Proposals Hawaii's last Republican governor, Lawrence M. Judd, a Hoover appointee, was not replaced by President Roosevelt until March, 1934. At the moment, the territorial Republican party is split on how to go about proposing a new governor.

One group believes the party should indorse a single candidate, with perhaps one or two alternate choices. Another group believes that the local party should merely submit a list of prospective governors to the President. To put their own people in territorial cabinet posts now held by Democrats, the Republicans are counting on "courtesy" resignations which normally would follow the appointment of a new governor. Under territorial law, however, these officials, if their appointments have been confirmed by the territorial senate, can not be removed except by consent of the senate. This restriction does not apply to interim appointments, of which there are many.

Boom for S. W. King A popular movement is under way for the appointment of Samuel Wilder King for the governorship. King, 65, is Hawaii-born and has a quarter Hawaiian blood. He is a descendant of Hawaiian chiefs and early settlers from New England, and is an authority on almost everything that pertains to Hawaii, political, historical and scientific.

King is a graduate of the United States Naval academy, class of 1910, and resigned from the navy as a lieutenant commander in 1924. He was elected Hawaii's delegate to Congress in 1934 and continued to serve successive terms until the end of his term in 1943, when he decided not to seek re election and returned to the navy, serving with the rank of captain until his release in 1946. Another candidate is Harold T. Kay, an attorney and former dep uty territorial attorney general, who led the local Eisenhower movement before the Republican national convention. Kay, 56, was born in Ogden, Utah, has been a resident of the islands since 1922 and is married to a member of the affluent missionary Cooke family, Three Other Possibilities Also eyeing the governorship are Randolph A.

Crossley, 48, busi-ness man and chairman of the ter ritorial Republican party, and Gavien A. Bush, 61, of the city of Hilo, Hawaii, who heads the Republican party on the so-called -Big Island." The fifth possibility mentioned is Lt. Gen. Henry S. Aurand, Unit ed States army, retired, who is now engaged in business in Honolulu.

He has the advantage of being a personal friend and West Point classmate of Gen. Eisen hower, but may be ineligible be cause of residential requirements for appointment. Gen. Aurand has been here more than the required three years, but during most of that time he was here as com mander of the United States army, Pacific. Military service in a com munity is not usually considered legal residence.
