Lourie, that if Mrs. Horton were applying for a job as a stenographer in the government, she could not be hired. President Eisenhower's new security order, issued just at the time Mrs. Horton's case was being considered, would not allow it. Trouble Begins Inquiries were then made as to who in Washington had sponsored Mrs. Horton for this Un appoint- nent. One of them turned out to be Mrs. Oveta Gulp Hobby, Secretary of Health, Education and Welfare in the Elsenhower cabinet. Mrs. Hobby had been commander of the WAC when Mrs. Horton commanded the Waves. Would Mrs. Hobby give assurances of no security rlslt in this case? This wasn't an appointment in Mrs. Hobby's department. The sum and substance was that she wouldn't. The question was put to Ambassador Henry Cabot Lodge, Jr., head of the U S. delegation at UN. Would he accept responsibility? Ambassador Lodge had troubles enough of his own with other cases. So it was decided in high places just to let the thing slide.
