The event marks the 25th year the Orioles have played at Memorial Stadium in Waverly. Festivities are sponsored by the Waverly Merchants Association in conjunction with the Baltimore Orioles and the City of Baltimore Commercial Revitalization Project 4 4f 1 I4 v-r; I if -kVr 3, iL A 1 A Silver Spring businessman has pleaded guilty to filing a false claim with the federal government, admitting that he padded a bill submitted to the General Services Administration.

George Smith, 63, owner-president of Raybil, an office supply firm, entered the guilty plea in federal court yesterday to one of the four charges brought against him in July by a special federal grand jury here. According to the prosecution, Smith filed a claim for $2,016 with GSA for 480 dozen pen refills in 1977, but actually delivered only half the order. Assistant U.S. Attorney Catherine Blake said the businessman split the $1,000 overpayment with the manager of a GSA supply store in Washington, who had asked for the cash.The former GSA manager, Manuel dimes, had previously pleaded guilty. Under a plea bargain, the government said it will drop the three remaining charges of filing false claims against Smith and recommend that he serve 60 days in jail.

in Sunday rape Baltimore County police last night arrested and charged a 25-year-old Essex man in connection with a rape Sunday in Essex. Police charged George W. Hanzinikitas of Shawgo court, Essex, with the rape early Sunday of a 19-year-old Parkville woman. Police said the woman was one of two taken from a disco to a building at the end of Dark Head road, in Essex, and raped over the course of five hours several times by several men there. Police were seeking six to eight other men, although only the Parkville woman had filed complaints in the case.

Toll roads' traffic heavier than last year Despite the gasoline crunch of late spring and early summer, traffic was 2.6 percent heavier on Maryland's toll facilities in the last fiscal year compared with the previous period. The state Transportation Department said a total of 53.7 million vehicles used the bridges, tunnel and toll road in the fiscal year that ended June 30, compared with S2.3 million in fiscal 1978. The greatest increase was measured on the Francis Scott Key Bridge, which 14.5 percent more vehicles crossed. Telephone crews on the run Somebody had it in for yester-, day. At 2:30 a.m., a car crashed into a telephone pole in Harford County and disrupted some calls between Baltimore and Bel Air for about 10 hours.

While crews worked to restore that service, a contractor in Baltimore County accidentally severed another cable at about 11 a.m., cutting off service between the Parkton area and Baltimore. "We put 'em phone lines up in the air and people run into them with cars. We put 'em in the ground and they get flooded by David or somebody in a backhoe cuts into them," moaned John Shissler, a frustrated CLP spokesman. "I don't know what to expect next i Maybe the New Guinea earthquake will come to Baltimore." Yesterday's first mishap occurred when a car hit a telephone pole at Mt. Vista and Belair roads in Harford Coun-i ty, knocking down a cable carrying 25 carrier systems.

Local calls in the Bel Air area were not affected, but many customers had difficulty with calls to and from Balti-; more. Service was restored about 12:30 p.m., Mr. Shissler said. But at 1 1 a.m., a backhoe operator at a construction site on York road about two miles north of Shawan road had plunged the teeth of his trenching tool through an underground phone cable. Like the earlier accident, this one did not affect local calls in the northern county area.

But calls between Baltimore and the communites of Parkton, Sparks and Glencoe likely did not get through, Mr. Shissler said. The Chesapeake will stop at Edmondson avenue at 8:44 a.m. Mondays through Fridays and will arrive in Washington at 9:22 a.m. The train will leave Washington at 4:50 p.m.

and arrive at Edmondson at 5:23 p.m., according to the state railroad administration. In addition to Edmondson, the Chesapeake stops at Elkton, Perryville, Aberdeen, Edgewood, Baltimore's Penn Station, Odenton and Bowie. Entertainment tax receipts up 5 percent Spending on taxable entertainment increased 5 percent during fiscal year 1979 (which ended June 30) over fiscal 1978, according to the state comptroller's office. Some $214.5 million was spent on taxable entertainment, corn-spared to $203.5 million the previous year. The comptroller's office said that $10.9 million in admissions and amusement tax receipts were returned to the state's 23 counties and Baltimore City.

The tax rate is set by local elected officials, but the taxes are collected by the state and returned to the local subdivisions. Oyster, clam ban set in hay area Shooting brings man six-year sentence Dennis Evans, 24, of the 700 block North Patterson Park avenue, has been sentenced to six years in prison by Judge J.

Harold Grady for shooting an acquaintance following an unexplained dispute at a party at a home in the 200 block North Washington street about 3:15 a.m. Oct 21. Evans dropped Sidney Cook with one pistol shot outside the house and fired another shot while the victim was down, according to Peter M. Semel, the prosecutor in the Criminal Court case. Evans pleaded guilty to assault Mr.

Cook, 25, of the 2700 block Barclay street, spent more than three weeks in a hospital for treatment of a bullet wound in the abdomen, Mr. Semel said. Trash Bash Gty Trash Bash crews will be working in Sector 1 in northwest Baltimore this week. Crews will be working in an area of that sector bounded by the city line on the north; the Jones Falls Expressway on the east; the city line on the west, and Primrose avenue, Glen avenue Cross Country boulevard and Kelly avenue on the south. Residents are urged to clean up their property and work with neighbors cleaning the whole area.

Trash should be put at regular pickup sites. The state Department of Health and Mental Hygiene has issued a ban on oyster and clam harvesting because of Tropical Storm David until further notice. The areas in the ban are Chesapeake Bay from Hart-Miller islands to the west side of the ship's channel and south to Holland Point at the boundary of Anne Arundel and Calvert counties. This includes the South and West rivers in Anne Arundel and Herring Bay. The entire Patuxent River is also off limits to clam and oyster harvesting from Drum Point to Hog Point; St George's Creek from Cherryfield Point to Russell Point; and Piney Hollow from Piney Point to Deep Point.
