His sway is absolute in the itvublican party and that organization has for many ycais controlled the state.

No man can have a career in state politics unless he take the oath of allegiance to Mr. Ouay and i him with the same unquestioning and loyal devotion exacted by llic batons when feudalism reigned in England. If a public officer break with Mr. Quay ami try to set up a machine of his own, or if any dare permit his individuality to come to the front the crushing process is at once put in motion. This is all wrong.

It is contrary to the genius of free institutions, repugnant to the inmciples upon which our government was founded. Lincoln's "government of tne people, for the people and by the people," has been supcrceded by a government of the boss, by the boss. It has made our politcians, our office-holders our office-seekers a class oi subset vient lickspittles, neaily every last one of whom is anxious to please "the Old Man as well as to "make hay" for himself while the political sun shines. It likewise corrupts our politics and is the direct cause of a corroding disease which will certainly prove fatal unless it is soon checked. Not from any motives of personal hostility; not because he is a had man; not oi anything personal to himself, but because his methods will destroy the national life, the boss should be dethroned and the people resume their functions as the true governors of the state.

On New Year's day the English newspapers have an editoiial round-up of imperial conditions. They lake stock of the teiritorial ncrease of the yeat; the reserves of patriotism and the pi aspects ot the next twelve months If theie is no colonial extension they realize that the pamo'ic spirit is waning and that the fuluic is dark with menaces to British supremacy abroad and to commercial prosperity at home. Such arc the conditions they discover at this lime. Not a single acre has been added to the empire, the people have not been ready to meet the bills foi increased military strength and naval armament, the machinist strike continues and trade is, passing into foreign hands. With these facts before the editorial advisory commute it casts about for a remedy, and, led by the Times, with the Standard, the Telegiaph, the Daily News and the Chronicle in London, and the strength oi the pro vincial press suppoi ting, they declare with unanimity that the remedy is "to draw the sword" and fight somebody about something in the easi.

Their declarations are variously made as to vigor, but are alike in sentiment, there is no mistaking their meaning. No doubi war would be a remedy for industrial depression and mercantile stagnation at home. It would draw a lot of men to the scene of conflict and relieve the labor congestion. It would set factories going and shake attempting to jump on the inesg in Wam tod locomotive to go to a fire John Wildnck The finder Hunter Sons YRQN DeFOREST, Undertaking in all its branches. N. and P. E. Depots, money out of its present channels, but what a price to pay! Is it possible that England sees no other way out of her embarassments than to go dehbeiately to war for the sake of a tempotary prosperity and the hope that their antagonist would have to pay the cost with indemnities? Unfoi innately, these English editors never joke, and the advice of the Times in these words, "We must draw the sword," must be taken as their real and serious meaning, however 1 gluly wo may value it. They are writing in earnestness and good failh and printing these things, that have something moie than the smack of a barbaric age, on the same page with England's claim fo lead Christian civilization and side by side with her record of her philanthrophy.

It is noi probable that upon such pretexts as these the English pec- ple will be hurried into war. They are ready enough to defend any real quarrel where the honor of England is touched or her interests invaded in a belligerent spirit, but they will not listen to a plea so selfish as the one which offeis at present small reward for unmeasured misery and debts of shame that the nation could never Times.
