Taken altogether, the damage done has been small in comparison with the risks run by those who have been active in this murderous mode of warfare against England.

In some Instances the offenders have been discovered, convicted, and are now serving- out their sentences. In many others no valid arrests have been made. The greatest personal injury effected by these explosions was in the attempts to blow up the London underground railways. In the two simultaneous explosions on the underground at the Praed-street Station and between Charing Cross and Westminster, forty persons were wounded and carried to the hospital, besides others who were quietly taken home. In a subsequent explosion at the Victoria Station seven persona were wounded.

In some of these cases the men. engaired in them were said to be from America, and that they were in England barely long enough to effect their purpose. What was clearly proved in one was that all the accessories were American the clock-work, the explosives, the lleminston pistol, the trunk and the clothing. In a majority of cases the dynamite was of American manufacture, but although, in view of the circumstances, it has been confidently asserted that all these plots could be traced to the United States, there has been adduced no positive proof of the fact, although the presumptive evidence is admitted to be very strong. As it has been declared in Parliament that England has made representations to the United States on this subject, the writer in the Times undertakes to quote President Woolsey, Daniel Webster and Vattel with respect to the course That ought to be taken when plots are orsranlzed in a different country against a friendly nation.

According to President Woolsey, such acts are crimes for the trial of which the laws of the land ought to provide, but do not require that the accused should be surrendered to the government against which tha plots were organized. Webster, in his letter to Lord Ashburton, remarks that the United States have been among the first to pass adequate legal enactments against individuals making war or assisting in the belligerent operations of other nations. Vattel declares that no government ought to suffer its citizens to do injury to the subjects of tlmother State. Finally, the Times admits that we have no law on our statute-books that is adequate to meet the case of the dynamiters. It confesses, also, that it would be difficult to draft such a law, but is of opinion? that a trained lawyer could frame such a statute, and submits one that it thinks would prove eflicient.

The Eights of Mahriid Women. A few days ago Justice Brown, of the Supreme Court of New York, rendered an interesting: decision upon a question of great practical importance, holding in an elaborate opinion that a married woman could become a partner with her husband, and that her property was liable for the debts of the copartnership. He based his decision upon the ground that as a married woman can make contracts so as to bind her property, and can also appoint an agent, there was no reason why she could not enter into a copartnership, which is nothing more nor less in its principal features than-an agreement by virtue of which each ot the partners becomes a general agent of the other for the proper purposes of the copartnership business. The opinion, so far as may be Judged from the newspaper reports, appears to be both able and conclusive, but as it is in conflict with a previous decision of another judge of co-ordinate jurisdiction, the question cannot perhaps be regarded as finally determined until it shall have been passed upon by the Court of Appeals. So far as the State of Maryland is concerned, it is settled that a married woman form an ordinary copartnership, such fceing.tho express declaration of 6ur Court of Appeals in the case of Bradsireet vs.

Baer, 41 23. The difficulty which in Maryland stands in the way of a married woman becoming a partner is that our statute which repeals tiie common law rule. by which all the personal property of a wife becomes her husband's, although it secures to her its full beneficial use while she lires and gives her full power to dispose of It at her death by will as she may see fit, provides that she can bind it only by a contract in writing executed joiutly with her husband. It is true that through the interposition of a trustee, and perhaps with out it, a married woman may invest what is known to lawyers as her equitable separate estate, that is, such property as has been settled upon her to her sole and separate use as a partner in a partnership business, as was the case Trayhearn vs. National Mechanics" Bank, 57 593; but she could probably not be held liable beyond the amount which she had put in the concern.

A marriea woman may trade as if she were single with a capital not exceeding $1,000 by the express words of the statute, and the Court of Appeals hold that this section is an additional confirmation, if any is needed, of the soundness of their views upon the general question, as by presenting a way in which she may trade and the amount of capital she may invest, all other trading is by implication prohibited. Mr. Randall's Address, delivered yesterday afternoon at Louisville, is sufficiently explicit in assigning the present business depression to exhaustive taxation and unwise trade restrictions, but he is not very definite as to remedies. He is -in accord with tariff reformers in favoring a "business administration" of affairs by the democrats on their accession to power. He urges also, with much emphasis, a close study on their part of the "business interests" of the country.

That is all very well, if it means that the interests of the farmer, the merchant, the professional man and consumers in general are to-be regarded as "business interests" equally with those of the manufacturer. It is to be regretted that Mr. Randall was vague on that point. If he proposes to keep up the present system of unjust favoritism toward a selected body of producers: at the expense of equally meritorious but less aggressive interests, he is not in accord with the national sentiment voiced in the recent presidential and congressional elections, which was clearly favorable to the adoption of an equitable scheme of tariff reform. Probably, however, Mr.

Randall is himself a tariff reformer with this qualifica-1 tion. that he favors a reduction of duties, but will try to keep the tariff as high as possible. Mr. Gladstone's Birthday. Yesterday there was some festivity at Hawarden in celebration of Mr.

Gladstone's seventy-fifth birthday and the conclusion of his flfty-BecoYid year of public life. Naturally there should be recognition given to every circum-Btance connected with the career of England's prime minister, especially when, as in Mr. Gladstone's case, he is a person of unstained private character and animated by lofty moral sentiments. But whether Mr. Gladstone is a statesman, or merely an sentimentalist, is a question to bo decided by consideration of his public acts and their consequences for England.

At present, iq view of the vast blunders and disastrous consequences of his policy in Egypt, West and South Africa, India, Afghanistan ana me oouia pacmc, nis reputation as a practical statesman is somewhat clouded. Compared with Bismarck he would seem to be merely a man of words, who sacrifices the strength of the empire for the sake of abstractions. Mr. VT. w.
