KEAN REVITALIZE CliA Procedure, Principles Changed Greatly BY THOMAS BUCK Major changes -in policies and operating principles have occurred at the Chicago housing authority since William B. Kean, a retired lieutenant general, became the top staff executive of the CHA a year ago, a study of that public body disclosed yesterday. Kean, whose last military assignment was commander of the 5th army took over as executive director of the CHA on Oct. 1, 1954, on appointment of the housing authority 'board.

The position, which pays $20,000 a year, was a new job created after the CHA board became embroiled in an open controversy with Miss Elizabeth Wood, the executive secretary who had headed the housing authority staff since 1937.
