If both CMS and Blue Cross knew the legislature was in favor of the merger, he said, "I am sure a voluntary merger could be worked out." "A merger," said Cotter would mean vast savings. It would eliminate duplicate sales and claims staffs and duplicate administrative structures. And both could use the same mailing and data processing equipment.

"In addition," said Cotter, "we have seen Connecticut residents being forced to pay additional dollars for medical bills because one corporation called a bill a hospital service, and could not provide coverage, while the other corporation called it a medical service and could also not provide coverage." However, Cotter fears the results of the study will not be ready in time for the 1969 session of the General Assembly.
