Establishment of a three member police merit board, appointed by the governor, with not more than two from one party; the board would certify applicants who meet physical and mental' qualifications for appointment to the police force. The board would also certify promotions, and would pass on dismissals. 2. Prohibition of state police-tnen from participating in politics in any manner, and prohibition of anyone soliciting a state police officer for political contributions. 3.

Provision that all appoint ments and promotions before Jan. 1, 1951. will be made in' such manner that equal numbers of Republicans and Democrats will be on the force at that date. Gov. Stevenson, commenting on the latter provision, said: "I think the best evidence of our sincerity is that we have discharged none of the incumbents) in contrast to the usual practice of a complete turnover.

The new men now in training will fill existing vacancies. Step by step it is our intention to weed out only the least qualified Republicans and replace them with the ablest Democrats we can find so that by Jan. 1, 1951, there will be roughly 250 Republicans and 250 Democrats on the force. "After that, politics will have nothing to do with selections." Urges Caution Until Cold War Ends Washington, April 26 (AP)-Herbert Hoover warned congress today against boosting present social security taxes, or any other taxes, until the nation's foreign aid commitments can be reduced. "Already our economy is up to the limit of endurance under this load," he said.

"I believe we should go slow and hold further additions to this burden to the absolute "When the 'cold war is over, we can afford many more domestic improvements." Letter To Doughton Hoover outlined his views In a letter to Chairman Doughton N. of the house ways and means committee. Doughton had asked for Hoover's comments on President Truman's proposals for a vast expansion of the social security program. Hoover heads a commission which has madea series of recommendations for the reorganization of the government. He said in his letter to Doughton that if these proposals were adopted the cost of financing a modest improvement of the social security system could be covered "many times over." Hoover suggested including more people in the old age retirement system and increasing grants to states for aiding the needy.

He did not say how much. But he said most of the admin istration plan should be abandoned for the present. His letter indicated opposition, for example, to increasing the retirement benefits now. Overlapping Programs He also urged a research study to determine what the government's policy should be in the social security field in view of the "overlapping" state programs and constantly expanding private insurance plans. "It is worth looking into," he said.

"A careful inquiry might disclose an entirely different system which would avoid the huge costs of administration and the duplication." Hoover also proposed a drastic change in administering social, security. He said the idea of accumulating a trust fund as insurance against future benefit demand should be abandoned. In its place, he suggested a "pay-as-you-go" basis in which congress would estimate social security costs each year and fix the social security tax to pay for them. The present 10 billion dollar social security trust fund, he said, could be tapped any year. in criminal law, members of the federal bureau of investigation, and authorities on traffic management.

The student policemen were -CEMETER1ES- church, Elmhurst. He will be buried in St. Luke's cemetery, Itasca, Du Page county. The Rev. Mr.

Zersen died Monday in his. home at 340 N. York Elmhurst. He was ordained in 1900, did missionary work in North Dakota, and was appointed to St. Luke's church in Itasca in 1907.

He re- mained there until he retired in 1945. His widow, Sophie, and two sons, Carl and Rudolph, survive. CH JRLES AMSTEIN JR. Charles Amstein 61, of 8753 Carpenter a retired policeman, died yesterday in Little Company of Mary hospital. He retired in 1940 after 30 years on the police force.

His father, Sgt. Charles Amstein led Chicago's first gambling squad. Surviving are the widow, Adeline, and three children, Carolyn, Charles also a policeman, and Edward. The funeral will be held at 2 p. m.

Friday In the chapel at 8210 Racine av. Burial will be in Mount Hope cemetery. OTIE SCOTT Jacksonville, 111., April 26 (Spe-cial)-Mayor Otie Scott of Winchester died today following an emergency operation a week ago. His four year term would have expired May 4. He was bom in Winchester Oct.

25, 1901, was with the Neat, Condit and Grout bank for 24 years, and had been master in chancery of Scott county since 1946. His wife, the former Imo-gene Flynn, survives. Funeral services will be held Friday in Winchester. ARTHUR W.THOMAS Services for Arthur W. Thomas, 72, of 10737 S.

Igoe took the opposite stand from two of his fellow judges.

In denying a motion to dismiss a rental overcharge suit he expressed the opinion that federal courts had jurisdiction over all such suits, including those for amounts less than $3,000 per tenant-Judges William J. Campbell and John P. Barnes have both dismissed similar cases on the basis of a Philadelphia Court of Appeals decision of April 1.
